Job Title: Surveyor Place of work: Blaina, Blaenau Gwent Type of Contract: Permanent Hours of work: Monday - Friday 37 hours per week (hybrid working) Salary: Up to £38,058 Job Summary: Surveyors work in our Resident Services Team and are responsible for carrying out a broad range of surveying duties to enable residents to live well in their homes and estates. This is an important customer-facing role, where you'll carry out surveys to enable future investment programs to be correctly planned and procured, manage disrepair claims and one-off projects including adaptations to ensure residents can continue to live safely and independently in the right home, resolve with boundary disputes, carry out energy surveys and carry out surveys to ensure regulatory compliance. Core Responsibilities: Assist with implementation of Asset Management Strategy including options appraisals and financially viable innovative design solutions in line with the "Asset Management Strategic Approach" including statutory and Duty of Care compliance. Assist with the preparation and annual review of a 30 year financial plan. Assist with the preparation and annual review of a 5 year financial plan and investment programme. Carry out any duties necessary to fulfil requirements of RICS Building Surveying Competencies. Manage delivery of allocated projects in line with the "RIBA Plan of Works 2020" Stages 0 to 7 inclusive to ensure required cost, time and quality requirements are planned, monitored, and met. Assist with the preparation and delivery of the decarbonisation works. Provide a customer focussed property surveying service, achieving high levels of customer service. Provide and actively promote excellent Customer Service for both internal and external service users and stakeholders. Ensure excellent customer liaison is provided to support all works within the directorate as may be required and ensure communication is prioritised and implemented throughout the directorate before, during and after works as required. Assist with Procurement activities to deliver "Value for Money". Role specification: Inspection of assets and the application of standards to informed actions. Including but not limited to Health & Safety, WHQS, HHSRS, FFHH, Section 11 Landlord and Tenant Act, Section 4 Defective Premises Act. Inspect domestic properties and Carry out energy surveys and stock condition surveys. Diagnose building defects and schedule appropriate remedial works. Deal with tenancy breaches, unauthorised alterations, resident improvements, neighbourhood boundary disputes etc. Assist with assets related procurement projects. Collect asset data via manual and electronic means and produce reports Chair and attend contract meetings with all relevant stake holder, ensure production of accurate records of any discussions and actions and ensure the implementation all necessary actions. Provide comprehensive technical support to colleagues in housing and tenancy management matters, including but not limited to, boundary disputes, trespass, dangerous structures, tenant's improvements, rechargeable repairs, noise nuisance etc. To control and supervise contracts, consultants, and contractors in line with financial regulations, standing orders and contractual terms and conditions. To control and supervise consultants and contractors work including the agreement of variations and quality audits as required to comply with agreed business processes and contractual terms and conditions. Your Knowledge, Experience and Qualifications Educated to level 4 National Qualification Framework for England, Wales and Northern Ireland OR willing to work towards. Detailed knowledge and experience of building construction. Significant experience of tendering procedures and contract administration. Significant experience of programming and controlling building work. Significant experience of effective cost control and budget management. Significant experience of risk assessment relating to construction work. Significant experience in tenant liaison.
