In 2021, Bristol City Council initiated a programme to replace its Housing IT systems. The driving forces behind this significant initiative are to replace those systems before they reach end of life, or end of support, and to replace them with a single Housing System that meets the current and future needs of Bristol staff, tenants and citizens. We have recently selected NEC as our technology partner The projects within the programme encompass: Case Management covering the delivery of new functionality to support Housing Case Management, Private Housing and Accessible Homes. Asset Management replacing a system that has been in place for 20 years, Keystone. Housing Management replacing the most recent system to be rolled out within Housing, Civica Cx. Workforce Maintenance and Repairs Replacing an end-of-life workforce management system, Click, and elements of Cx with a single, end to end solution. Housing Needs replacing another very old legacy system, Abritas, and supporting applications with (again) a single, end to end solution. Digital rolling out new digital applications for staff and portal for contractors and suppliers. Developing and deploying a self-service application that will significantly improve access to services for Bristol tenants and applicants for social housing. We are now looking for a project manager with data migration experience to work alongside the projects listed above. The project manager we are recruiting will develop and then deliver the data migration plan for each legacy system into the new suppliers DB, leading on quality and functional testing. We expect to deliver the new Housing IT platform with NEC by October 2024. This is an ambitious, high value programme for the Council with a high profile amongst senior stakeholders. Responsibilities Knowledge, skills and experience Specific skills and experience required: HITTP is seeking a project manager with specific and recent experience of migrating data from multiple legacy systems, databases and other sources to a single system, smaller subset of strategic systems or a cloud-based platform. This is a "must have" for any candidates, and candidates that cannot evidence this explicitly will not be considered. The project manager will be responsible for defining the operational scope for data, building a plan and then delivering to this and key responsibilities will include: Coordinating with the programme team, wider organisation and business representatives to determine their data needs, e.g. the types of data that need to be migrated and how the data will be used etc. Work across multiple functional projects within the programme to understand data usage and implications for data migration. Evaluating existing systems to determine how to best move data from one system to the new platform, including delivery of (currently draft) data dictionaries by system. Creating an inventory of all data that needs to be migrated and determining how much time and effort will be required to complete the task. With the Housing IT Support Team (HIST), agree the programme data migration process for all systems, identifying potential Risks and mitigating them before they become Issues. Deliver this process to the HIST so that future migrations can be supported by them. Establishing testing procedures to ensure that the migrated data is accurate and consistent with client specifications. Monitoring progress on the project to ensure that it is completed on time and within budget. Providing technical support for the data migration process to ensure that it runs smoothly and efficiently. Creating documentation of the project process to serve as a guide for future migration projects. Develop the plan, agree this with stakeholders and the programme team, then deliver this on time. What you'll need to succeed Essential Requirements: Experience in office management. Experience of managing supplier relationships and outsourced service contracts. Experience of staff and budget management. Customer-focused with excellent written and verbal communication skills. Problem-solving skills and ability to recommend appropriate solutions. Excellent IT skills, including Microsoft applications.
