ICT Programme Manager

At a time of considerable transformational change, we are looking to recruit an experienced ICT Programme Manager to join our ICT directorate.

The position combines managerial responsibilities with in-depth hands-on technical expertise, candidates should have experience in delivering solutions. This is a pivotal role responsible for ensuring that assigned projects produce the required deliverables within the defined quality, time and cost constraints and to facilitate full realisation of benefits defined in the business case.

As a team we are responsible for the implementation, development and testing of software upgrades and enhancements as directed, ensuring the solutions are technically sound and are delivered on time.

This is an important and busy position, and you will be expected to manage many competing priorities and projects, working collaboratively with partners across the business to ensure the delivery of quality outcomes.

In housing you can make a real difference, the role of ICT Prgramme Manager will involve:

  • Ensure the successful implementation of the ICT programme framework, responsibilities, services, and deliverables.
  • Ensure program reporting is in place, using professional judgement on what requires escalation and identifying conflicting deadlines.
  • Support product gap analysis and feasibility studies, to produce detailed product specifications of requirements, implementation planning, new system configuration design, data integrity, and testing.
  • Focus on continuous process improvement and translation into system functionality and usability through innovation and emerging technologies.
  • Manage and compile programmes related financial and KPI information.
  • Become the focus for capacity planning and resource tracking across the programme, building high quality networks across the organisation to head of service/ Director level.
  • Update and maintain the program risk log, action log, decisions log, and issue register.
  • Ensure cross programme dependencies and conflicts are managed.
  • Leadership and development of the programme and project management frameworks to drive improved project management.

We need you to have:

  • A degree, professional qualification, or equivalent experience ideally in a housing or IT related discipline.
  • A working knowledge of ITIL processes.
  • Certified as a practitioner in one of the industry standard project management methodologies.
  • Proven track record in delivering business improvement initiatives involving complex technical solutions.
  • Previous experience as a lead role in planning, implementing, and developing a housing Management system.
  • Knowledge and experience of service redesign and delivering a substantial change within the housing sector.
  • Experience of understanding resource requirements of projects and reporting on current and future constraints.
  • Ability to compile often complex documentation such as system specifications.
