  • £30 per hour PAYE / £39.17 per hour Umbrella (increasing to £41.35 from 13th week)

  • Hybrid Working - 2 to 3 days in office. You will be expected to work across both council sites - Wandsworth (SW18) and Twickenham (TW1)

The Adult Social Care and Public Health Transforming Social Care (TSC) Programme is seeking to integrate health and care, improve our social care operating model to respond to and manage increased demand, support local care markets to be more sustainable, have a high performing internal and external workforce, and accelerate digital innovation. The Programme is underpinned by our medium term efficiency proposals for both boroughs.

Are you a motivated Project and Change Manager with experience across health and social care who is able to bring about frontline service culture change, implement operational service changes, manage activities using robust project controls and engage with senior stakeholders across the directorate? You will likely have some experience of delivering lasting change in redesigning reablement services, integrating health and care initiatives and working closely with operational social work teams to effect change, particularly in teams supporting those with learning disabilities or mental health needs.

About the role

The purpose of the Project and Change Manager role is to oversee and be responsible for overall delivery of allocated workstream activities to achieve the desired outcomes to time and budget. The role will report day to day to the Programme Manager and will work very closely with each Workstream Lead. The Executive Director of Adult Social Care and Public Health is the SRO of the Programme, and the Programme Manager will report to Programme Board (a monthly standing Senior Management Team meeting). The post holder will have extensive experience of programme and project management, and a working understanding of adult social care.

  • Detailed working knowledge and understanding of programme and project management methodologies
  • Good understanding of local government, adult social care and NHS healthcare and ideally experience within Learning Disabilities
  • Successful delivery of complex programmes/projects, including dependencies across other workstreams
  • Working successfully with key stakeholders to deliver transformational change, including front-line operational teams across health and care systems
  • Contributing to and leading on change management programmes
  • Ability to establish connections and credibility with senior stakeholders in order to collaborate and also challenge where necessary
  • Ability to design, plan and scope projects and programmes
  • Ability to influence, negotiate and persuade in challenging circumstances
  • Attention to detail and organisational skills
  • Ability to write and present reports to required governance forums
  • Ability to prioritise and work with minimal supervision
  • Relevant Project Management professional qualification or equivalent level of experience
