Chief Finance Officer

  • Salary Range: £80,000 - £90,000 (FTE)
  • Location: Wymondham, Norfolk – Hybrid working available
  • Job Type: Part-time (22.5 hours per week)
  • Reporting to: Chief Executive

Reed Finance is pleased to be working with the Office of the Police and Crime Commissioner (OPCCN) to recruit a Chief Finance Officer (CFO) on a part time (22.5 hours per week), permanent basis. This pivotal position requires a qualified accountant to oversee the financial governance and assurance arrangements, supporting the statutory oversight and scrutiny function of the OPCC. As the Section 151 Officer, the CFO will be integral to the leadership team, influencing business decisions and ensuring the sustainable delivery of strategic objectives.

Day-to-day of the role:

  • Act as the professional lead officer to the PCC on all financial matters, ensuring proper administration and observance of financial regulations.
  • Develop a medium-term financial strategy in collaboration with the PCC and Constabulary, securing necessary funding to fulfil statutory responsibilities.
  • Lead on budgetary matters, Treasury Management, Capital, and Reserves Strategies.
  • Determine, issue, and manage the precept and ensure accurate financial management information is provided to the PCC.
  • Oversee the production of financial statements, liaise with auditors, and lead the Audit Committee.
  • Promote and develop effective working relationships at various levels, including local, regional, and national.
  • Work collaboratively with the Chief Constable's CFO to facilitate the execution of both roles effectively.

Required Skills & Qualifications:

  • Substantial strategic-level experience, preferably within a political or high-profile environment.
  • Qualified accountant with a CCAB professional body, preferably CIPFA.
  • Extensive experience managing large budgets, including financial planning, budget setting, and medium-term strategies.
  • Experience in estates and asset management, procurement, and commissioning.
  • Knowledge of the financial environment within policing.
  • Ability to network and build effective partnerships.
  • Understanding of scrutiny, audit, governance, and risk management arrangements.
  • Strong commitment to innovation and performance management.
