Assets Service Manager

Reed Talent Solutions are currently working with a West Yorkshire based Local Authority to recruit an Assets Service Manager on a permanent basis. The post-holder will support the Head of Service with the strategic, operational, and financial management of the service area.

Key Responsibilities

  • Lead and co-ordinate HRA related Capital and Revenue investment programmes across Council Housing. Support the Head of Service in establishing overall asset strategies, related investment profiles and options appraisals based on up to date and reliable asset data.
  • Establish and implement 5-year Capital/Revenue programmes based on agreed strategic priorities.
  • Co-ordinate the collection, management and use of asset and condition data to enable programmes and packages of work to be produced. Work collaboratively with colleagues and other key enablers and partners to develop and deliver proposals, commissioning specialist input where required.
  • Support the team to introduce and implement standard Operating Procedures in line with Service EFQM approach. Reviewing and updating procedures to reflect changing circumstances and learning.
  • Contribute to the development of the team approach to data and intelligence.
  • Establish key relationships to ensure a holistic approach to planning and programming.
  • Champion the delivery of the Asset Management Strategy, ensuring that policies and plans help us to deliver the Kirklees Housing Standard.
  • Oversee a team of asset/technical specialists and line management of managers assigned in the structure.
  • Oversee programmes of work - ensuring delivery is on time and to budget. Identifying, managing, and reporting risks and issues that will impact on programme delivery and budget and providing update and progress reports on current activity and pipeline.
  • Provide assurance that the data held on all assets is accurate, up to date and supports the development of programmes and delivery of the Asset Strategy, Service and Business Plans.

Essential Criteria

  • Degree in a Construction, Housing or Project Management discipline or equivalent
  • Professional membership of R.I.C.S/C.I.O.B, CIH or APM
  • Prince 2, MSP, APM qualification or equivalent
  • Proven ability to deliver a multi-faceted asset management strategy with sound knowledge and experience of programme and project management methodologies
  • Excellent written and verbal communication skills demonstrating respect and consideration in all interactions
  • Experience of working with partner organisations to achieve common goals
  • Knowledge of Health & Safety Legislation in relation to the role
