Estates Manager

Marks Consulting Partners are working with one of our esteemed Local Authority clients in the East Midlands to bring in an Estates Manager.

Responsibilities:

  • To take a lead role in the delivery of the Council's asset management plan which sets out a vision, asset management policies and strategic objectives which set out the focus for land and property management over the next four years
  • Lead and manage the property team on strategic asset management and estates functions, ensuring the Council is making best use of its assets. Manage staff members - monitoring workloads, performance and output and carrying out performance reviews to agree development requirements
  • Lead on asset reviews and recommending changes to the portfolio and linking with services to complete operational property reviews
  • Commercial estate management, including tenant management and achieving rental income in excess of £4.5million. Oversee the budget monitoring of the Council retail, commercial and industrial properties.
  • Lead and undertake land and property valuations to support the Medium Term Financial Plan. Carry out scheduled annual asset valuations in accordance with RICS and CIPFA valuation standards within set timescales, to include, inter alia, asset, right to buy and rating valuations and any negotiations or appeals; and the preparation and presentation of expert evidence at any resulting appeals or tribunals.
  • Lead on the day to day property related areas of the Council's regeneration schemes and supporting regeneration and growth projects from a commercial surveying perspective
  • Overseeing the disposal and acquisitions programme
  • Preparation of formal reports relating to property proposals for the Corporate Leadership Team and Council Members and attendance and presentation at Committee, Cabinet, Council and Executive Member meetings.
  • Carry out appraisals, feasibility studies and cost benefit analysis and functions necessary and consistent with the council's asset management plan.
  • Ensure compliance with the Health and Safety at Work Act. CDM Regs 2015 and other associated legislation in respect of the Council's property portfolio
  • Lead and manage on enquiries relating to the Council's land and property holdings
  • To lead and manage employees within the area of responsibility including overall responsibility for performance management, recruitment, training, development, appraisals and deployment of staff.
  • To be available for out of hours emergency cover or to attend evening auctionscouncil meetings.
  • To work in partnership with other stakeholders and external organisations and assist with queries as required.
  • Carry out other duties and responsibilities from time to time commensurate with the grade of the post.
