Interim Property Project Manager

Adecco are delighted to be partnering with a London Borough Council in their recruitment of an interim Property Project Manager.

You will project manage the feasibility, design, development, coordination, implementation, and delivery of investment building/construction projects up to a value of £10m, from inception through to final completion. You will provide technical services and professional advice to Council directorates and services on all investment, maintenance, and construction project-related matters in line with the Council's Asset Strategy. You will ensure projects are delivered within planned timescales, within budget, to the required quality and in line with the required governance arrangements.

The specific responsibilities of this role will vary and may alter from time to time to respond to the needs of the service. Responsibilities will include (or be equivalent to) those listed below.

  • Lead the management, design, development, co-ordination, implementation, delivery, and contract administration of wide-ranging investment projects with a value of up to £10m, from inception through to final completion including the commissioning and management of supporting consultants.
  • Produce, coordinate, and manage comprehensive technical reports, feasibility studies, option appraisals, and any other relevant study to inform and provide advice to project stakeholders in the management, formation, and progress of projects and programmes, as well as ad-hoc professional advice to establish prudent delivery programmes and budgets.
  • Attend site to review works in progress for quality and conformity to contractual requirements.
  • Be responsible for the establishment, management, and delivery of projects within allocated budgets.
  • Lead the procurement of contractors and advisors for the delivery of projects in line with legislation and Council policies and procedures.
  • Prepare and maintain up-to-date project plans and supporting documentation and ensure a robust approach to project governance aligned to Council policies and procedures.
  • Ensure a robust approach to issue resolution and risk identification and management.
  • Prioritise and lead the delivery of all allocated projects and tasks to meet the agreed objectives in accordance with the Council's standing orders, legislation, and procurement regulations.
  • Lead stakeholder engagement and communications both internal and external to enable the successful delivery of projects.
  • Support the Programme Managers on the delivery of high-profile and complex projects.
  • Ensure compliance of Construction Design and Management (CDM) Regulations for all allocated projects.
  • Commission feasibility studies and cost estimates / reports where technical support is required, working in partnership with the external consultants.
  • Be a Council champion on the delivery of all design and construction-related services by developing best practice through creativity, innovation, and professional development to meet the directorates and the Council's wider objectives.
  • Provide expert advice and support to Council directorates and services to fully consider project requirements through feasibility studies to establish prudent delivery programmes and budgets.
  • Prioritise resources to ensure delivery within the project constraints of time, cost, and quality.
  • Deputise for the Programme Managers as required.

Key skills required:

You will bring significant experience in Project Management and the delivery of construction protects at all stages.

You will have led and contributed to the delivery of changes to the way an organisation holds its assets to deliver, financial savings, community benefits, improved productivity, better delivery of Council Services, capital receipts and so forth.

You know how to communicate expertly. Your ability to engage with complex concepts and issues and communicate these clearly and simply is one of your strengths. You have access to a range of project management tools, techniques, and approaches to deliver innovative creative approaches and solutions to this project delivery.

You will be a champion of their values; you have an open mind towards solutions, a desire to listen to many diverse voices, to pause and reflect, to embrace and understand the complexity and to deliver this project with residents and staff.

Qualifications:

1. A degree or equivalent in the field of Construction/Property/Project Management (or demonstrable work-based experience that evidences an equivalent level of attainment and competence), with a substantial experience in Project Management in the delivery of projects at all stages.

2. Desirable - member of RIBA, RICS (Royal Institution of Chartered Surveyors) or CIOB.

3. Desirable - PRINCE 2 / APM (or equivalent).
