Housing Standards Officer – 4-month interim contract – Oldham – £15.43 per hour – Hybrid, Start ASAP

Reed Talent Professionals are supporting a public sector client, based in Oldham in the search for a Housing Standards Officer to join their Neighbourhoods team.

This role is ideal for someone with experience in housing enforcement, including investigation and prosecution. The Housing Standards Officer will assist in delivering a comprehensive housing standards service, ensuring compliance with housing legislation and contributing to the community's welfare.

Day-to-day of the role:

  • Conduct property surveys and inspections using the Housing Health and Safety Rating System (HHSRS).
  • Implement reactive and proactive enforcement of housing legislation, including HMO Licensing and Empty Properties management.
  • Provide guidance and advice to owners, landlords, and tenants regarding HHSRS surveys, schedules of work, and legislative requirements.
  • Investigate complaints and undertake service requests from tenants, landlords, and owners concerning housing standards.
  • Prepare statutory notices on infringements of housing legislation and assist with prosecution files.
  • Conduct interviews under caution in compliance with the Police & Criminal Evidence Act (PACE) and appear as a witness on behalf of the council when required.
  • Maintain effective liaison with other enforcement agencies and foster partnership working.
  • Assist in the delivery of the Council's Landlord Accreditation Scheme and Empty Property Strategy.
  • Maintain records and contribute to reports for council committees and other bodies.

Required Skills & Qualifications:

  • Proven experience in housing enforcement, including investigation and prosecution.
  • Familiarity with the Housing Health & Safety Rating System (HHSRS) and housing legislation.
  • Ability to conduct detailed surveys and prepare reports.
  • Strong communication and interpersonal skills, capable of effectively liaising with various stakeholders.
  • Competence in using ICT systems relevant to the role.
