Interim Head of Commercial & Procurement Services Operations

Cedar are supporting a Local Authority in the Midlands who are looking to appoint an Interim Head of Commercial & Procurement Services Operations. This role will run for 6 months (potential to extend) and is offering a day rate up to £570 per day (INSIDE IR35). The role will operate on a hybrid working basis with the expectations to be on-site on a Monday/Tuesday.

Reporting into the Procurement Director, the successful candidate will be responsible for:

  • Leading a team of professional team to drive forward the commercial assurance and governance around strong commissioning, procurement, contract management, commercial change and improvement throughout the Council to achieve agreed outcomes and better value for money.
  • Supporting the transformation activity by leading the development of the service framework, considering the implementation and embedding of whole life cycle commercial and procurement best practices policies, tool kits, guides and training.
  • Driving and embedding a system thinking approach to Commercial and Procurement Services (CPS) through development of staff, skills and process, effective partnerships with other corporate teams and the re-positioning of CPS with its customers
  • Providing strategic review and challenge to the development and implementation of a demand management systems for the service, enabling consistent and centralised templates for users, seeking to deliver clear resource utilisation reporting, financial reporting including savings / benefits methodologies and risk management.
  • Developing and implementing tools and systems to support the benefits of procurement compliance.

Candidates applying MUST HAVE:

  • Full Membership (or progressing to full membership) of Chartered Institute of Purchasing and Supply (MCIPS) or an appropriate equivalent body
  • Previous experience working in the Public Sector in a Procurement and/or Contract Management role is required
  • Strong understanding of Public Sector Procurement Regulations and the upcoming changes to the Regulations is required
  • Proven track record delivering against spend savings targets and helping local government services achieve outcomes
