Finance Analyst

Contract length: 3-6 months

Role responsibilities:

Provide a forecasting, reporting budgeting and analytical service, establish, attest, and provide evidence to year end accruals and prepayments and a financial support service to Budget Managers throughout the organisation by assisting with the formulation of budgets and the provision of financial advice. Assist with the development and maintenance of Departmental financial management systems to maintain and enhance the standards of financial awareness.

  • Provide effective revenue forecasting for the organisation in order to ensure the delivery of concise, accurate and timely reports for all users.
  • Deliver a timely, robust, and defensible year end revenue position for statutory accounting purposes, in order to ensure that the organisation meets internal and external audit standards and requirements.
  • Provide insightful, timely and accurate reports, analysis, and costings in support of monthly management accounts and on ad hoc work as and when requested, assist with the preparation of management reports, cost statements, statistics, grant claims and other returns, in order to fully comply with the organisation and corporate accounting standards and to support Finance Business Partners.
  • Scrutinise budget bids in order to ensure that they reach a standard format and quality acceptable for inclusion in the formulation of the total budget.
  • Contribute to the development, implementation, and maintenance of financial management systems, including computerised financial management information databases, to serve both the current and future needs of the organisation, in respect of the requirements of budget managers and Chief Officers.
  • Maintain overarching accountability for the validity and appropriateness of transactional entries by reviewing and monitoring financial transactions throughout the organisation, assessing potential vulnerabilities, and implementing changes to procedures as required, providing management costs on an ad hoc basis, to assist budget managers to manage their funds efficiently and effectively.
  • Support the budget holders on a regular basis by monitoring and predicting expenditure and income, identifying and highlighting any opportunity costs/savings with the budget holders, researching, collating information, consulting as appropriate, producing reports and recommendations in respect of resource allocation, services, and products, in order to ensure that investment is reconciled to performance and that best value for money is achieved and to ensure that budgets are operated in accordance with organisation financial policies and procedures
  • Provide professional advice and guidance, acting as the focal point of expertise within the directorates, in matters relating to financial management to staff and budget holders and senior officers, applying legislative, regulatory and best practice standards, including the executive management team within the directorates, making proactive interventions when required, to ensure those working with and managing budgets are equipped with the skills and knowledge to carry out their roles effectively.

Skills, qualifications and experience required:

  • Qualified to AAT level or equivalent standard qualification in technical accountancy or be qualified by significant experience in a similar role.
  • Able to demonstrate a wide range of practical financial skills and knowledge, gained through experience in a financial environment, working at a supervisory level, preferably within a large- scale public sector organisation.
  • Practical experience and knowledge of financial accounting systems and have the ability to exploit the financial information available from the system and provide appropriate support to system users.
  • Good communication and presentation skills, both verbal and written are essential. This will be combined with a practical common sense approach to problem solving.
  • A high level of personal motivation and the ability to motivate and develop members of the local finance team is essential.
  • The ability to work under pressure is required.
  • Advanced Excel skills and the ability to use IT to manage and present information to meet the needs of non-financial staff is essential.
