We are seeking a Tenancy Specialist with expertise in tenancy fraud, Anti-Social Behaviour (ASB), Domestic Abuse, and legal action for tenancy enforcement. The successful candidate will be responsible for case management and will collaborate with field-based Neighbourhood Response Officers to ensure effective investigation of cases and that the most appropriate, cost-effective, and proportionate action is taken.

Day-to-day of the role:

  • Manage all tenancy fraud, sub-letting, and Right To Buy (RTB) fraud cases across the region, including conducting investigations or tasking colleagues to investigate locally.
  • Effectively manage anti-social behaviour cases, directing and supporting colleagues with investigations and enforcement action.
  • Decide on the most appropriate action against those who commit tenancy fraud or perpetrate anti-social behaviour and the most appropriate support for victims.
  • Prepare legal files and manage legal action cases for tenancy enforcement and fraud, working with solicitors, process servers, and bailiffs.
  • Represent the housing association at court for tenancy fraud, ASB, and other tenancy-related legal cases as required.
  • Manage complex tenancy management cases referred from Customer Support, such as complex successions and end of tenancy reviews.
  • Liaise with the Police and other partners to acquire evidence for identifying fraud and/or criminal proceedings, which may include interviews at the Police station and/or on surveillance operations.
  • Liaise with internal and external agencies such as Women's Aid, NFI, local authorities, mediation services, solicitors, or support services.
  1. Investigating Reports of Antisocial Behaviour:
  • Conduct thorough investigations into reports of antisocial behaviour, ensuring adherence to established policies and procedures.

  • Ensure compliance with service level agreements (SLAs) for response times and follow-up actions.

  1. Managing Fraud Cases:
  • Oversee fraud cases, although infrequent, ensuring they are handled with due diligence and in accordance with legal and organizational guidelines.
  1. Legal and Court-Related Duties:
  • Attend court sessions as required.

  • Issue warning notices and draft legal paperwork, including warnings and other necessary documents.

  • Attend evictions and liaise with law enforcement as needed.

  1. Collaboration and Multi-Agency Work:
  • Work closely with various teams, including the police, local authorities, and support groups such as domestic violence support services.

  • Participate in professional meetings, including child protection meetings and Multi-Agency Risk Assessment Conferences (MARACs).

Required Skills & Qualifications:

  • Proven experience in tenancy fraud and ASB case management.
  • Ability to conduct thorough investigations and manage complex cases.
  • Experience in preparing legal files and managing legal action for tenancy enforcement.
  • Strong communication and liaison skills with the ability to work with a variety of internal and external partners.
  • Knowledge of the legal processes involved in tenancy enforcement and fraud.
  • Ability to represent the organisation at court and other legal proceedings.
