Sourcing Manager – Portsmouth

Do you have extensive experience in Procurement within a highly regulated environment?

My client is resourcing for a Strategic Sourcing Managers to join their Procurement Department as they develop their supply chain.

In this role, you will be responsible for developing and managing multiple sourcing initiatives. You will establish effective working relationships with key stakeholders and the supply market while embodying the businesses values and behaviours. Additionally, you will ensure the effective delivery of contractual arrangements, achieving strong quality and technical outcomes, value for money, procurement regulatory compliance, and effective commercial relationships.

Key Responsibilities

  • Lead the supply chain sourcing process for a portfolio of procurement projects to ensure on target delivery of their key business projects by sourcing from the supply chain and wider markets.
  • Shape and challenge business requirements utilising market and supplier insight.
  • Leading sourcing strategy development for specific projects as allocated, in line with agreed business objectives.
  • Looking to identify compelling and innovative sourcing strategies which challenge current ways of working and deliver best value.
  • Project management and prioritisation of several sourcing initiatives effectively through agile project delivery and problem-solving skills.
  • Support development of best practice across the Procurement lifecycle; ensuring the process is regularly reviewed and updated.
  • Building deep and trusting relationships with key stakeholders both internally and externally (supply chain) with an ability to engage and influence at senior levels.

  • Ability to analyse and present complex commercial/contractual data and concepts to a wide range of stakeholders.
  • Strong organisational skills and able to manage multiple workstreams.
  • Solid negotiation, influencing and resolution skills.
  • Outstanding communication skills and customer service ethic. Strong stakeholder engagement capabilities.
  • Self-starter - resilient and tenacious under pressure and willingness to develop skills and experience.
  • Knowledge of water industry or category specific supply chain.
  • Excellent proven commercial and contractual acumen.

Qualifications & Experience

  • Experience of strategic sourcing/tendering in a multi-stakeholder environment and of working within multi-disciplinary teams
  • Relevant transferable business and/or supply chain knowledge
  • Track record in delivering against stretching targets
  • Knowledge and experience of regulated procurement procedures (either UCR or PCR)
  • Knowledge and experience of NEC suite of contracts
  • CIPS or MCIPS qualified; or alternative qualifications/experience in transferable expertise.
  • Project management experience or qualifications
