Structural Engineer

Provide professional surveying services and project management, particularly those involving structural, dimensional and topographical surveys and design solutions, to the City Council's stock of dwellings, buildings and land managed by Landlord Services. Ensure work carried out is of the highest quality and achieves value for money. Plan, monitor and control all aspects of the programme, seeking best practice, ideas and innovation and ensuring they are applied to the project. Achieve the project's objectives within the defined schedules, costs and performance parameters. Take ownership, be responsible and accountable for all aspects of the project, programme or service from end-to-end and, in particular, to champion the experience of the customer in order to maximise customer satisfaction.

outcomes/accountabilities 1. Carry out structural surveys and provide detailed reports, assessments and design solutions, as required. 2. Provide detailed design advice to project/programme managers/supervisors for major construction projects and programmes. 3. Achieve programme objectives through the application of appropriate project methodology, by; ? Defining scope of projects and programmes ? Setting up appropriate project structures ? Identifying and securing resource requirements ? Achieving project team commitment ? Ensuring quality control and reporting progress ? Preparing and delivering to programme plans ? Validating all required authorisations ? Preparing and completing post-implementation review ? Regular communication of progress between all stakeholders ? Continued effective consultation and, if appropriate, re-adjustment of priorities and objectives. ? Ensuring value for money. 4. Be responsible for providing the following services:- ? Site inspections, structural surveys and reports on work in progress ? Drawings, specifications and schedules of rates ? Surveys and technical reports ? Making Building Regulation, planning and other applications ? Certifying payments ? Updating job records ? Advice on forms of building contracts and consultants agreements ? Assist in the preparation of reports to Boards or Committees ? Leaseholder Notices ? Act as a professional witness in court cases 5. Responsible for maintaining excellent levels of communication with customers from end to end of the service, project or programme. Use imagination and innovation to deliver all forms of media to communicate purpose, progress and outcomes. Champion liaison and customer involvement at all levels. Conduct consultation exercises to enable customer choice, preferences etc, related to projects. 6. Ensure Health and Safety, CDM Regs responsibilities are met by in-house and external contractors. Carry out site inspections to ensure Health and Safety requirements and standards are being met. Ensure all relevant Health and Safety documents and signage is in place. Ensure legal obligations are fully understood and met. Manage risks. Assist CDM Coordinators in meeting CDM requirements. Act as Designer for the purposes of CDM Regs, as required. 7. Understand the different needs and expectations of customers and stakeholders. Ensure that processes are in place to meet their needs and exceed their expectations wherever possible. Consult with customers and monitor and check customer satisfaction with the project or programme. Plan and implement different and innovative approaches to meet customer needs, where appropriate. Ensure contractors understand the benefits of customer involvement. Deal with informal and Stage One complaints under the Council's Fair Comment policy. 8. Monitor the delivery and quality of work carried out, in order to to maximise customer experience and satisfaction, taking the lead on dealing with any issues or complaints in a timely manner, ensuring any lessons learnt from these experiences are implemented as part of driving forward improvements to the service and continuously improving customer experience. 9. Monitor and accurately report project expenditure and costs against budgets. Provide reports to the Manager, to ensure effective budgetary management of the projects, including profiling and forecasting. 10.Take financial responsibility for allocated budgets, delivering within target tolerances and ensuring value for money by: * Adhering to procurement principles and legislation and the city councils financial regulations * Managing the project/programme budget commitment and expenditure making decisions on variances. * Monitor and accurately report project/programme or service expenditure and costs against budgets. Provide reports to the Manager, to ensure effective budgetary management of the project/programme, including profiling and forecasting. 11.Provide expert guidance and advice to other Landlord Services Teams in respect of the Party Wall Act. Take responsibility for complex cases to ensure disputes between private owners and the Council concerning party wall works are settled by negotiation with the parties concerned and conducted in accordance with the guidelines set out in the Party Wall Act. Act as a "Surveyor" for the purposes of the Party Wall Act, where appropriate. 12.Maintain an up to date knowledge of changes in construction policy, legislation, case law, innovation and best practice, including Health and Safety requirements and standards, Planning Acts, Building Regulations, Party Wall Act, etc and especially in relation to structural engineering issues.
