Job Title: Senior Traffic Engineer
Department: Environment and Public Protection
Division/Section: Traffic Engineering
Reports to: Traffic Engineering Manager

**Job Description

Main Purpose:
To assist in the development, management, and delivery of projects and programs related to the Council's responsibilities as the Highway, Traffic, and Parking Authority, ensuring that they are completed on time and within budget. Provide professional engineering advice to stakeholders, including Elected Members, the public, developers, and other agencies.

For Senior and Principal Traffic Engineers, there is an additional emphasis on supervising Traffic Engineers, providing technical expertise, and developing innovative solutions to traffic-related challenges.

**Key Responsibilities and Duties:

  1. Project Design and Consultation: Prepare designs, drawings, technical and committee reports, public consultation materials, contract documents, tenders, bid documents, presentations, and briefings. Attend meetings with other services, departments, and external bodies when necessary.
  2. Team Support: Provide professional engineering advice and comments to Elected Members, the public, developers, and other agencies, ensuring support to colleagues across the wider team.
  3. Creative Solutions: Utilize creative and innovative design skills to ensure that solutions are safe, satisfactory, and well-integrated with the community's needs.
  4. Project Delivery: Design and deliver a range of projects, including:
  • Traffic Management

  • Road Safety Planning

  • Highway Engineering

  • Parking Schemes

  • Regeneration and Planning Projects

  • Transportation Initiatives (e.g., EV charging points, Car Club bays)

  1. Project Management: Ensure robust project management procedures are used to deliver projects effectively, on time, and within budget.
  2. Service Quality: Maintain a high standard of work, ensure compliance with quality systems, and contribute to delivering "Best Value" services for the local community.
  3. Team Initiatives: Support management in developing new initiatives, including partnerships with internal and external providers, agencies, and developers.
  4. Technical Reporting: Prepare technical, business, and committee reports on traffic, parking, and related issues, ensuring that correspondence is dealt with in a timely manner.
  5. Guidance and Standards: Keep abreast of developments in local and central government guidance, technical standards, and best practices.
  6. Additional Duties: Undertake other duties as required to ensure the efficient operation of the department.

Principal Engineer-Specific Responsibilities:

  1. Assist the Traffic Engineering Manager in establishing systems to deliver capital and revenue programs. Regularly monitor work programs, performance indicators, and quality targets.
  2. Develop strong relationships with other Council services, external agencies (e.g., Transport for London), and the community to support joint initiatives that add value.
  3. Serve as the team's technical expert, especially on complex engineering designs, including specialized areas such as Junction Design, Drainage Design, Urban Realm, Cycling, and Walking.

**Person Specification

**Skills & Abilities:

  1. Ability to solve technical problems and make informed decisions.
  2. Attention to detail to ensure task completion and accuracy.
  3. Strong communication skills, both verbal and written, for interacting with various stakeholders.
  4. Competence in Microsoft Office (Word, Excel), with a working knowledge of MS Access, AutoCAD, and GIS preferred.
  5. Adaptability to diverse situations and changing priorities.
  6. Ability to maintain composure and respond effectively to challenging situations.
  7. Support team development and initiatives in partnership with internal and external partners.
  8. Relationship-building skills to foster positive working relationships.
  9. Enthusiasm, drive, and energy to achieve objectives.

**Experience:

  1. Experience in designing and delivering Local Safety Schemes, Parking, or Traffic Engineering projects.
  2. Experience preparing committee and technical reports.
  3. Understanding of parking scheme design and implementation.
  4. Familiarity with traffic management techniques for managing traffic, pedestrians, and cyclists.
  5. Knowledge of the current Traffic Signs Regulations and General Directions.
  6. Experience in dealing with the public and stakeholders.

**Qualifications:

  • A qualification in Traffic Engineering or a related field (e.g., Civil or Highway Engineering).
