Revenue And Debt Service Manager

Positive Employment is currently recruiting for a Revenue And Debt Service Manager for our client a local government organisation in Brent, London.

The successful candidate will Lead on the administration, collection and enforcement of all other debts for the organisation.

The postholder will have operational responsibility for a range of services within Revenue and Debt including, as required, the provision of customers services face to face by telephone and by online web services, billing, collection, recovery and enforcement, quality, control, policy and procedures ensuring that the service meets the diverse needs of Brent residents and that the Service is organised around customer needs.

This role is a 6 month initial contract with the possibility to extend. The role will be conducted via hybrid working.

Duties and Responsibilities but not limited to:

  • Ensuring collection of both Council Tax and National Non Domestic Rates (NNDR) are maximised, for Council Tax this includes direct management of the in-house service

and for NNDR management of the service that is outsourced to Capita.

  • Support the Head of Revenue and Debt using their initiative and business knowledge in securing the continuous development, improvement, efficiency and success of the department as a whole through effective leadership, budget management, strategic direction, planning, management and governance.
  • Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
  • Manage a customer focused service and the effective use of resources, including service literature, letters templates, web information, forms and leaflets.
  • Support the strategic development of Revenue services and the development and and implementation of operational plans that support delivery of these.
  • Procurement and contract management of services necessary for the provision of Revenue services, including Civil Enforcement and legal services.
  • Ensure compliance with all legislative requirements and corporate policies as related to the delivery of Revenue services.
  • Manage, develop and motivate a highly skilled team of Revenues staff coaching them as required on procedures, service standards, allocating and delegating work and effectively managing performance.

Personal Requirements:

  • Detailed knowledge of Council Tax, Business Rates and regulations.
  • Detailed knowledge of enforcement legislation and regulations.
  • Detailed knowledge around the principles of customer service.
  • Track record of achievement at a management level in a similarly large and complex organisation.
  • Educated to a diploma level standard or equivalent qualification, or relevant experience.

Working Hours: 36hrs / 9:00 am - 17:00pm / Monday to Friday

Pay: £40.44 per hr
