We are looking for a Head of Procurement to lead our client's procurement activities, ensuring delivery of compliant, professional, and timely procurement for their organisation. The role involves streamlining procurement processes, coordinating with technical, marketing, finance, and IT teams, and managing a team to achieve strategic procurement goals.

Day to Day of the role:

  • Develop and implement a rolling ten-year procurement strategy, ensuring market leadership in public sector construction procurement.
  • Manage day-to-day delivery of procurement programmes, ensuring regulatory compliance and maintaining a clear audit trail.
  • Coordinate procurement activities from business case development to tender evaluation, award, and mobilisation.
  • Provide expert advice and support to regional business units (RBUs) and ensure procurement needs are fully understood and catered for.
  • Develop and maintain relationships with key personnel in RBUs, appointed companies, and potential suppliers.
  • Recruit, train, and performance manage procurement personnel.
  • Represent the organisation at procurement workshops and network events.

Required Skills & Qualifications:

  • Experience in preparing, publishing, and reviewing public documentation (e.g., OJEU).
  • Proven experience as a Procurement Professional in the public sector (desirable).
  • Detailed knowledge of contractual frameworks, legislative and statutory requirements relating to property, construction, and procurement.
  • Experience in developing multi-user, multi-supplier frameworks.
  • Knowledge of implementing a dynamic purchasing system (desirable).
  • MCIPS or FCIPS qualification.
  • Degree level education (desirable).
  • Highly disciplined, process-driven, and able to work to tight deadlines.
  • Excellent communication, presentation, and interpersonal skills.
  • Numerate, IT literate, and commercially astute.
