Working Pattern: Full Time

Our client, a London Borough Council, is seeking a Commissioning and Programme Manager to join their team on a temporary basis. As a Commissioning and Programme Manager, you will be responsible for overseeing the supported housing programme, managing a range of projects and contracts at various stages of delivery.

Responsibilities:

  • Lead and manage the supported housing programme, ensuring successful delivery from conceptualisation to procurement, contract, and performance management.
  • Collaborate with internal and external partners, operational colleagues, and independent care providers to achieve improved outcomes for residents.
  • Deliver projects with significant budgets or savings targets, ensuring they are completed within challenging timescales.
  • Demonstrate expertise in commissioning and project management, effectively managing risks and budgets.
  • Develop and maintain positive working relationships with service users, colleagues, and partners to drive positive change.
  • Write service specifications, put services out to tender, and negotiate key performance indicators.
  • Monitor service providers' performance and track financial benefits and outcomes for residents.
  • Prepare reports and presentations, including key decision papers, and present to decision-makers when required.

Requirements:

  • Proven experience in leading and commissioning new initiatives and delivering projects that result in significant change.
  • Ability to work collaboratively with partners in Children's Services, Adult Social Care, Housing, and Regeneration.
  • Detailed knowledge of housing options available to local authorities and experience in acquiring suitable facilities.
  • Experience in managing contracts with providers and creating a cooperative atmosphere to deliver positive outcomes.
  • Strong knowledge of the full commissioning cycle and exceptional project management skills.
  • Excellent written and oral communication skills, including report writing and presentation skills.
  • Experience in writing service specifications, putting services out to tender, and negotiating key performance indicators.
