Hours per week: 40 hours

Pay Rate per hour: upto £41 London - depending on experience

Qualification required for this role: Quantity Surveying background - post contract and commercial experience NEC4, Highways, Aviation

Expenses: yes, for only site travel 2 to 3 days (not overnight)

Vetting Level: A, B, C - BPSS required

Job Description

We need QSs with NEC administration experience, pre contract proc experience (understanding of proc legislation) and can demo they can get evaluate a tender and get into contract and post contract administration. experience of multi dis large scale infra/civils works please.

Experience, Skills & Qualifications

  • Professional qualifications e.g. MRICS, APM, CEng, CIPS or able to demonstrate equivalent capability.
  • Minimum of 2 years post professional qualification experience in Construction and/or Professional Services within a Commercial role.
  • Demonstrable experience in a variety of Procurement and Contracting models relevant to business area of operation including but not limited to NEC.
  • Demonstrable experience of working in a large infrastructure programs interfacing with project managers, planners, risk managers and project controls
  • Experience of working in an integrated project team involving supplier partnering organizations.

Competencies:

This role will support the sourcing, procurement, contract assurance, implementation and post[1]contract management activities. This will involve working closely with business stakeholders to create and execute short and long-term procurement strategies for the relevant sub programs which will best position Heathrow to maximize value delivery, minimize risk and delivery the agreed benefits of the programs through cost saving, revenue generation or improved Airport operations

Key Accountabilities

Support the development and delivery of the procurement for Heathrow's business strategy

Research and contribute to the development of new innovative strategies which will be presented to relevant senior stakeholders, using creative commercial models, market leading technology and trends that will drive competitive edge for the business.

Support the development pipeline of the overall procurement portfolio of work.

Support and influence the strategic sourcing activities for large value, complex spend areas which align with the business and the broader business / market strategies.

Constructively challenge business plans and strategy documents to ensure robustness of approach that maximizes commercial opportunity and mitigates risk for each relevant project

Research and support the development of a robust contract management process to realize maximum benefit from the sourcing activity while driving a behavioral safety agenda

Work closely with the infrastructure / operational / cyber & technology procurement teams to ensure appropriate collaboration and best practice sharing while ensuring synergy in operation for cross collaboration on common categories

Some roles will be responsible for contract assurance and support services including the delivery of all centralized contract amendments which will require strong relationships with Legal

Collaborate and develop close relationships with the relevant business stakeholders managing supplier performance with agreed governance. Proactively engage with the business areas to help develop their business strategy through procurement insights and ensuring that procurement strategy and planning process is aligned to overall objectives

Engage as necessary with the role with the external market for procurement matters e.g. new commercial models, market shifts, new product offerings, innovation and trends; bring back best practices and lead initiatives to embed them within the operations

Support the delivery through compliance with relevant regulations for procurement but to also encourage the sourcing staff to always adopt the most commercially sensible approach, whilst remaining compliant.

Support and maintain all necessary agreed processes for supplier management, claims management, benefits and savings and continuous improvement targets whilst meeting all contract, regulatory, risk-reward and exit strategy requirements

Support the operational owners of contracts in their day-to-day accountabilities driving supplier performance

Encourage innovation amongst the team to ensure that the focus is on adding value, not simply adherence to process

Experience, Skills & Qualifications

Working towards professional qualifications e.g. MRICS, CIPS, APM, CEng or willingness to commit to pursuing

Graduate level supported by professional qualifications of commercial or legal bias or able to demonstrate equivalent capability coupled with experience in procurement/legal roles.

Experience/Interest in a variety of Procurement and Contracting models and specifically in NEC based Contracting environments, using a range of reimbursement models.

Experience/Interest of delivering Projects to meet business affordability targets. Experience/interest of working in an integrated project team involving supplier partnering organizations.

Experience/interest of working in a matrix organization.

Experience/interest in managing teams across different locations.

Evidence/interest of/in continuous professional development.

Demonstrable experience/interest of/in working in a structured process environment supported by an on-going desire to continually improve.
