Job Title: Cost Manager

Location: Hybrid - working 2 days office/ 3 days home , CR0 1EA

Remuneration: £500 per day umbrella (Inside IR35)

Contract Details: Temporary, 6 months, 36 hours a week

Responsibilities:

  • Develop and coordinate a programme of change around commercial contract and financial management.
  • Achieve effective cost and financial governance and management to support capital works projects and programmes.
  • Monitor and analyse expenditure and budget commitments, providing accurate reports, cash flows, and forecasts.
  • Identify opportunities for cost savings and provide strategic and commercial challenge in relation to commissioning plans.
  • Specify requirements to internal and external participants, maximising value through strong relationships.
  • Lead and develop strategic relationships with tier one supplier organisations.
  • Ensure alignment with organisational goals and represent the team's interests in contract scrutiny, cost management, and quality audit services.
  • Produce and test benchmarking data to monitor key performance indicators related to financial management.
  • Ensure compliance with regulations and good practise, maintaining clear accountability.
  • Administer planned and cyclical programmes, handling notices, payment applications, valuations, and variations effectively.
  • Analyse payment applications to ensure compliance with pricing frameworks and value for money requirements.
  • Assist with assessing and actioning claims for loss, expense, and extensions of time.
  • Review capital expenditure and prepare periodic capitalization reports.

Requirements:

  • Degree in quantity surveying, construction, civil engineering, or project management, or significant equivalent experience.
  • Membership or eligibility for a relevant professional association (e.g., CIOB, RICS, ICE).
  • Demonstrable knowledge of quantity surveying and cost management.
  • Experience in day-to-day cost management, including procurement and financial management of capital projects.
  • Solid understanding of the technical, legal, and commercial forces that affect major capital projects.
  • Experience in successfully delivering major building construction projects.
  • Excellent negotiation, commercial, and leadership skills.
  • Ability to build and maintain stakeholder relationships.
  • Strong communication, collaboration, and analytical skills.

Join our public sector client, based Croydon, as a Cost Manager in their Property, Procurement, and Capital division. You will be responsible for developing and coordinating a programme of change around commercial contract and financial management. With your expertise, you will achieve effective cost and financial governance in support of capital works projects and programmes.

In this role, you will be responsible for monitoring and analysing expenditure, identifying cost-saving opportunities, and providing strategic and commercial challenge. You will build strong relationships with internal and external stakeholders, ensuring the maximum value is derived from all contracts.

As the Cost Manager, you will be accountable for producing accurate reports, cash flows, and forecasts. Your

excellent knowledge of quantity surveying and cost management will contribute to the successful delivery of major building construction projects, including schools, commercial, cultural, and leisure facilities.
