Head of Procurement

Reed are supporting a Greater Manchester Local Authority in their recruitment to an Interim Head of Procurement. The Council are seeking a dynamic and experienced professional to provide leadership to their Contracts and Procurement Team.
This pivotal role involves working across various council services and with partner organisations to ensure the delivery of comprehensive contracting and procurement services. The successful candidate will drive service improvements, ensure value for money, and uphold high-quality standards in all procurement activities.
Day-to-Day Responsibilities:
- Lead and manage the Contracts and Procurement Team, ensuring a coordinated approach to improve the use of council budgets.
- Oversee the design and development of service specifications and delivery methods.
- Collaborate with the Head of Legal to enhance contracting and procurement systems.
- Ensure all procured goods and services meet the council's quality standards and provide value for money.
- Lead negotiations and draft major contracts, focusing on strategic market engagement.
- Manage financial resources effectively, including various council budgets and funding streams.
Required Skills & Qualifications:
- Proven experience in a senior procurement role, preferably within a local government or similar public sector environment.
- Strong leadership skills with the ability to manage and develop a team.
- Excellent negotiation and contract management skills.
- Knowledge of current legal requirements, government regulations, and guidance relevant to public sector procurement.
- Strong interpersonal skills to manage relationships with elected members, partners, and external organisations.
- Experience in financial and resource management.
