Commissioning Manager

This role has a starting salary of £52,047 per annum based on a 36 hour working week.

This is an 18-month fixed term contract or secondment opportunity.

We are excited to be hiring a new Commissioning Manger to join our fantastic Children's Integrated Commissioning Team. The role will be on a hybrid basis, meaning a blend of working from home and from our Woking offices.

About the Team

The team consists of Surrey County Council staff and Surrey Heartlands NHS staff working on joint commissioning activities. This role will have a pivotal part to play in shaping and delivering services for children and young people, especially those services delivered for Young Carers. The role will entail working with a broad range of health and care services to improve outcomes for Surrey's children, young people, and families.

The Children's Integrated Commissioning Team sits within the Children, Families and Lifelong Learning Directorate and focuses on the broad health and emotional wellbeing of children, young people and families in Surrey. We aim to make a difference through service improvement, transformation and oversight of assurance and performance
using a whole population approach but seeking to understand where differences in outcomes occur. We bring together the physical and emotional health and wellbeing needs of children and young people to deliver change through an integrated commissioning function.

About the Role

As a valued member of the team, this role will provide you with the opportunity to further develop your commissioning and project management skills within a supportive and friendly team environment.

On a day-to-day basis you can expect to be involved in the following activity:

  • Leading on all aspects of the Commissioning cycle
  • Writing reports based on complex qualitative and quantitative data for senior officers to help inform change
  • Leading on the development of Commissioning documentation
  • Leading on contract management activities in a partnership manner to help ensure Surrey's residents are receiving high quality, safe and effective services
  • Reviewing, interpreting and advising on commissioning and contract queries in partnership with Procurement, Legal and Finance colleagues to provide pragmatic problem-solving solutions
  • Leading and supporting service redesign in a complex environment
  • Implementing new services that are evidence based and demonstrate best practice, ensuring value for money is achieved and successfully mobilising change
  • Leading and supporting on co-design and co-production activities, for example with children, young people, families, charity organisations, to help develop and shape any future provision

The role will primarily focus on delivering the Young Carers joint strategy and the programme plan beneath it, working with our partners across the health and social care landscape to ensure the needs of young carers are prioritised and supported across the system. The role will also support the Children's Health Integrated Commissioning Team with the business plan and core service planning activities.

Shortlisting Criteria

We are looking for someone who can demonstrate that they are able to develop relationships and networks to work effectively to implement change. You will have experience of public sector accountability and be able to influence at a strategic level.

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • Degree qualified, or significant vocational experience
  • A breath of experience within commissioning
  • Experience of successfully developing a programme management approach and delivering on several projects at the same time, from start to finish including risks and issues management
  • Experience of managing or co-ordinating multiple stakeholders
  • Problem solving skills with the ability to use initiative to independently devise, develop and implement beneficial changes
  • Experience of complex data analysis and effectively summarising findings through strong written report writing High level communication and interpersonal skills, including facilitation and presentation skills that have influenced positive change at a strategic level

This role will require travel to locations that are not easily accessible by public transport.
