Rural Estates Manager

Manage and develop an effective rural land management service for the Authority's estates and contribute to overall strategic goals. The post-holder will provide advice and guidance on professional matters and also technical support and line management to the staff within the Team, ensuring that the team is customer focused and integrated with the operational services.

Description

  • Responsible for the overall management of all the Authority's rural property in accordance with the Authority's Asset Management Plan. and individual Estate Management Plans.
  • Line management of the above staff and their work programmes. Secure and manage external consultants / contractors.
  • Provide Estate Management / Farm Business advice to stakeholders of Authority Landscape and Nature Recovery projects and support the Landscape Recovery Project teams in achieving their project outcomes.
  • Be directly responsible for the management of property as required and ensure all properties are managed in accordance with Authority aims, objectives and corporate priorities.
  • Prepare, implement and monitor budgets in consultation with the Head of Assets and Enterprise.
  • Prepare, implement and review estate and operational management plans.
  • Provide a professional service for acquisition anddisposal of property and the management of lettings to ensure that the Authority achieves its conservation and access objectives whilst optimising the income from all potential sources.
  • Commission or instruct external agents or consultants as required to supplement the expertise and services provided internall including valuations required .
  • Negotiate and liaise with various stakeholders and represent the Authority at external meetings, inquiries and other events.
  • Work with the Corporate Property Team to schedule, implement and monitor property maintenance.
  • Ensure that property records are up to date in liaison with the Corporate Property Team.
  • Provide project management support in relation to projects carried out by the Authority involving its estates and recreational facilities.
  • Monitor covenants on land previously owned by the Authority in liaison with other Authority services.
  • Attend meetings as requested by the Head of Assets and Enterprise on occasions when he/she in unable to attend.
  • Foster open and effective working relationships with all Authority staff, property occupiers, users and contractors.
  • Produce reports including recommendations for Authority Committees.
  • Such other duties as may be required consistent with the grade of the post.

Profile

MRICS. Significant experience of property management, development and acquisition/disposals work.

Knowledge of agriculture and other land use practices

Experience of managing agri-environment schemes and of conservation practices
