Senior Development Manager
The Role Reporting to the Head of Development Delivery, you will be responsible for taking full ownership of several new build development projects.
Being a subject expert and confident leader, you will oversee the project management of schemes from pre-construction to completion, ensuring KPIs are met for financial, quality and performance levels. Your focus will be on high-quality products to ensure homes are saleable, lettable and affordable for our customers. You will focus on our operational performance and will operate in line with the clients growth targets whilst remaining compliant.
What you'll be doing:
- Oversee a pipeline of projects each ranging from circa £2.5m - £120m per project
- Ensure necessary and relevant expenditure is given within limits and correct approval is granted, so that projects remain viable throughout the process
- You will ensure yourself and the team meet financial, quality, time sensitive and performance KPIs. Ensure key milestones are met and communicated with wider Delivery teams.
- Promote a fantastic culture within a specialised team
- Lead and manage two Development Delivery Managers to deliver the construction phase of several schemes within the development programme. You will personally manage schemes with your Development Delivery Managers supporting you and managing their own schemes.
- Identify, appraise, secure and deliver opportunities whilst remaining compliant with Southern Housing policy and procedures.
- Schemes will include design and build, management, and construction management build contracts as well as package and joint venture arrangements.
- Ensure schemes are handed over on time, on budget and to Southern Housing's quality standards including the contractual terms and employer's requirements.
- Produce accurate monthly scheme programme updates and contractor payment forecasts including costs-to-date and costs-to-complete. This will be achieved through our Sequel system or similar.
- Foresee and resolve issues on schemes consisting of health and safety, build quality, contractor management and building safety.
- Working with the Employers Agent, assess and authorise value for money contractual payments for construction work and consultant services.
- Working with the Employers Agent and the Commercial team, effectively manage contractor disputes and claims.
- Monitor and ensure compliance and approvals for planning, building control, and building safety (including the Building Safety Act requirements) so as not to delay handover and occupation.
- Work with the commercial team to ensure grants are claimed in accordance with milestones agreed with the GLA and/or HE.
- Ensure accurate and timely input of data to relevant systems including Sequel, BRIXX, Optimix, IMS and OPS.
- Ensure GLA and HE regulations are complied with and to ensure 'green' compliance audits.
- Maintain an up-to-date risk register for each scheme. Ensure risk mitigation with additional lines of defense. Ensure alignment of scheme risk registers with the Construction department risk register.
- Work closely with Operations and the Sales & Marketing teams to accommodate their requirements and provide accurate programme updates as required.
- Liaise with various teams within the directorate to ensure construction budgets, programs, specifications and ERs are fully and appropriately considered at investment decision stages and throughout construction. Remain dually focused on development and delivery aspects of all projects.
- Consult with and secure the approval of internal and external stakeholders to deliver schemes that meet the objectives. The primary route through this for internal stakeholder liaison is the Soft Landings process.
Experience & Knowledge
- A comprehensive and demonstrable understanding of the development and construction process across a range of building and tenure types.
- A comprehensive and demonstrable understanding of all aspects of law and regulation concerning the development of affordable housing by a Registered Provider.
- An understanding of contract law and procurement practices.
- Recent and relevant, A practical understanding of planning policy, building regulations and Housing Association regulatory / legal requirements.
- Recent and relevant experience of carrying out the obligations for High Risk Buildings under the Building Safety Act
- To have or be working towards a professional qualification in a related field. Ii.e. MRICS , CIOB or to have relevant project management experience.
- Demonstrable experience of effectively project managing development schemes, adding value to schemes as part of the process.
- HE and / or GLA standards, requirements, and procedures.
- Understanding of common and emerging design and construction themes and how to mitigate risks.
- Comprehensive recent and relevant understanding of managing different procurement / delivery processes, including contract law and structures for: D&B, construction management, JVs, SPVs, golden brick arrangements etc.
- Provide subject expertise in support of the Head of Development Delivery in order to execute projects.

Rate of Pay
PAYE: £41.10
Umbrella: £52.89
Location: You'll be based at one of our main offices in either Farringdon, Croydon, Maidstone or Sittingbourne, with the option for working in a hybrid way when appropriate and as agreed with
your manager. Despite the main office base, you will be required to spend the majority of your week on your development sites.
