Venn Group are currently working with an NHS organisation in the South West, who are looking for a Procurement Manager on a contract basis.

Main duties of the job:

  • Develop effective relationships with both internal and external stakeholders to ensure all procurement processes, including those stated below are compliant with relevant legislation, adheres to NHS Constitution and the ICB scheme of delegation requirements and follows relevant governance in order that the organisation discharges its statutory duties.
  • Lead each procurement project delivery group through the process whilst addressing and escalating any issues where appropriate.
  • Maintain a project management approach including monitoring and reporting progress and ensuring that all processes are fully auditable and technically compliant.
  • Ensure all agreed procurement reportable activity (including the procurement pipeline) is published in accordance with the legislative and NHS England mandatory requirements
  • Support the head of service in reporting procurement activities and requirements to ICB Committees and Board.
  • Complete market assessment and procurement route to market assessments for Project Initiation Documents and Business Cases to meet legal and commercial requirements.
  • Effective sourcing of suppliers of goods or providers of services via procurement processes, ensuring that provider engagement is done within procurement rules, UK Law, national and local NHS policy.
  • Create a procurement pipeline based on an assessment of which services require a competitive tender process and seek approval.
  • Manage the conflict-of-interest process for each procurement project ensuring compliance within NHS Frameworks.
  • Support the delivery of organisational procurement training.
  • Contribute towards the development and management of the procurement process framework.

Essential Skills:

  • Educated to master's level, or degree level or Chartered Institute of Purchasing and Supply (CIPS) qualification (or equivalent) plus further specialist training and knowledge to post graduate diploma level or equivalent.
  • Qualification or training in use of NHS Standard Contract guidance, contract and financial management. Preferably from previous NHS role.
