Procurement Officer

Pertemps are partnering with a Public Sector service to recruit a Procurement Officer for an 18 month fixed term contract.

The Procurement officer will play a key role in supporting the delivery of Procurement, Purchasing, and Commercial strategies. The successful candidate will ensure compliance with procurement and commercial procedures, manage procurement risks, and maximise the benefits of contractual arrangements with third-party service providers. This position requires a strong understanding of public sector procurement practices, ideally within an IT category specialisation.

Key Responsibilities:

Assist in the delivery of Procurement, Purchasing, and Commercial strategies.

Advise and ensure compliance with operational procurement and commercial procedures for managers across the service.

Support the development and implementation of procurement risk mitigation strategies.

Maintain and update a partnership and contracts register to identify and maximise commercial benefits for the organisation.

Assist in the delivery of a contract management framework to ensure the maximisation of benefits from third-party service providers.

Support contract management meetings to ensure adherence to frameworks and mitigate contract risks.

Analyse framework agreements and collaboration arrangements, detailing benefits and issues concerning the needs of the service.

Ensure adherence to the Contract Standing Orders in all procurement activities.

Assist the Commercial Services team in daily operations and contribute to the development of a professional service.

Qualifications and Experience:

Demonstrable experience in procurement within the public sector.

Specialisation in IT category procurement.

Strong understanding of public sector procurement regulations and best practices.

Experience in contract management and risk mitigation.

Excellent analytical and communication skills.

Professional procurement qualifications (e.g., CIPS).

Experience with procurement and contract management software.

Skills and Attributes:

Excellent attention to detail and problem-solving abilities.

Ability to work collaboratively within a team and with stakeholders at all levels.

Proactive approach to identifying and implementing improvements.

This is an 18 month fixed term contract

Hybrid working 2 days in the office and 3 working from home

The organisation offer flextime - Must work 37 hours a week between 7am - 7pm
