About the team

  • You will join a team of five (soon to be seven) who are one section of a wider Estates team and you will be a key part of a team working on a varied portfolio including Libraries, Adult Care sites (e.g. supported living, care homes and extra care), Fire Stations, Register Offices, Waste Recycling facilities, Highways, Public Health, and operational properties (such as the council offices).
  • You will be required to provide instruction and manage our external property management consultants (and other external consultants as required).
  • You will also be expected to work alongside multi-disciplinary professional teams in our legal services, property planning, development, design and capital delivery, facilities management etc.
  • You will also work closely with our internal clients, the service teams, to realise the best possible solution for the County Council taking in to account any specific requirements identified for each site.
  • You will also oversee the process of gaining approvals within a political arena.
  • We work in a hybrid way, and this varied role therefore offers both flexible and remote working.

About the role

As Senior Estates Officer, you will support the professional management of the property assets to ensure they are used efficiently and in accordance with the wider strategic asset management plans.

This role will focus primarily on the Adult Care Service sites (e.g. supported living, care homes and extra care). There will be exciting implementation work following the impending Supported Living Strategic Review, and also project work relating to sites for Extra Care development and working with the disposals team, and Adult Care Service towards disposal. As well as involvement in reviews of the existing elderly care home estate and implementing strategies to improve and enhance the offering going forwards.

The role reports directly to Strategic Asset and Estates Manager.

The role will be required to provide professional property advice on land and property matters in line with RICS standards and the County Council's protocols. Responsibility for landlord and tenant activities (including rent reviews, lease renewals and lease regears), project work, strategic consultancy, professional estates advice to colleagues and other stakeholders, estate, asset and property management.

About you

Essential:

  • Proficient ICT and Microsoft Office skills are required.
  • We are looking for an experienced estates/property professional with knowledge in all aspects of estate management. Applicants with potential to grow into the role may be considered at a lower level reflecting their experience.
  • Applicants will need to demonstrate a thorough understanding of property, planning, legal matters and have a political awareness in dealing with sensitive issues.
  • Good time and diary management is essential due to a busy workload.

Desirable:

  • Experience of working for a Local Authority property area
  • MRICS preferred but not essential.
