As the CASS Oversight Office (CAOO) of Deutsche Bank United Kingdom (UK) Bank Limited (DBUKB), you will be a Certified Person Significant Harm Function 1 (SHF1) working within the Private Bank UK Operations function. You will have day-to-day responsibility for Deutsche Bank UKB's compliance with the CASS regime and supporting the Senior Manager (SMF24) who is responsible for the operational effectiveness of systems and controls designed to achieve compliance with CASS, reporting to the Deutsche Bank UKB Board in respect of that oversight; and ensuring the monthly submissions of the Client Money and Assets Return (CMAR) to the Financial Conduct Authority (FCA).

You will also be responsible for the Financial Services Compensation Scheme (FSCS) framework. You will have the responsibility to ensure Deutsche Bank UKB can provide a single customer view (SCV) of all deposits held by the firm within 24 hours of a request from the Financial Services Compensation Scheme (FSCS) or the Prudential Regulatory Authority (PRA) in an event of default.

Your key responsibilities

  • Design, maintain and operate governance and oversight frameworks to comply with the CASS rules
  • Chair the monthly Client Assets Oversight Council (CASSOC)
  • Map, interpret and document the application of the CASS rules to Deutsche Bank UKB
  • Draft and implement appropriate policies. Provide oversight to ensure that underlying teams have appropriate procedures and controls
  • Define escalation policy and review all escalations to determine whether a CASS breach has occurred and determine whether the FCA should be notified. Maintain the CASS breaches log
  • Design and consolidate effective risk metrics for onwards reporting to the CASSOC and relevant legal entity boards. Work with the underlying operational teams to build the underlying metrics, including effective key performance indicators (KPIs) to support effective monitoring and control of intragroup service level agreements

Your skills and experience

  • Knowledge of FCA CASS rules
  • Strong risk and control management skills within financial services
  • Proven experience in handling investigations and audits, building and running processes and workflows, and responding to regulatory change
  • Excellent communication skills, written, verbal and presentation
