We are seeking an Interim Head of FM and Capital Projects to lead, manage, and direct the strategy and internal governance for the delivery of facilities building management (FM) and capital projects. This role also encompasses the leadership of corporate health and safety (CH&S), emergency planning, and business continuity across the Council and its partner services.

Day-to-day of the role:

  • Implement and review the strategic overview of FM operations, ensuring adherence to contract management, procurement arrangements, and building-related duties.
  • Develop and implement the Council's capital programme strategy, collaborating with stakeholders to ensure projects are delivered within the Council's capital and procurement strategies.
  • Provide strategic direction for the planning, development, implementation, monitoring, and review of the Council's corporate health and safety strategy and policies.
  • Ensure the Council has effective strategies and plans to address major incidents within the Borough, in line with London Resilience Standards and the Civil Contingencies Act.
  • Oversee FM energy-related works and initiatives aimed at achieving net carbon zero efficiencies through lifecycle repairs and/or upgrades.

Required Skills & Qualifications:

  • Proven experience in leading FM operations and capital projects within a public sector environment.
  • Strong strategic planning and management skills, with the ability to implement and review complex strategies.
  • Knowledge of contract management, procurement, and building-related duties.
  • Experience in developing and managing capital programme strategies, particularly within the context of schools/education, corporate properties, and energy projects.
  • Expertise in corporate health and safety, emergency planning, and business continuity.
  • Familiarity with London Resilience Standards and the Civil Contingencies Act.
