Strategic Resourcing Manager

The Opportunity:

The Strategic Resourcing Manager is a critical role in ensuring that this organisation can attract and recruit talented staff, ensuring that they can meet their regulatory agenda and achieve their organisational strategy.

This is a new role, reporting to the Head of HR. The role will have the opportunity to craft the recruitment and resourcing offer as a new People Strategy is being implemented.

The Strategic Resourcing Manager will work with HRBPs, directors and senior colleagues in reviewing and delivering the strategic workforce resourcing plans. They will be the source of trusted and professional and technical expertise on resourcing, and will demonstrate persuasive and compelling leadership, influence and understanding of the business and its workforce needs.

Responsibilities:

  • Leading, developing and delivering the attraction and recruitment approach, employer branding and ultimately ensuring that the recruitment needs of the organisation are met.
  • Leading strategic workforce planning, in partnership with HRBPs, the Organisational Development team and the Delivery team to ensure accurate projections of resourcing requirements.
  • Undertaking benchmarking, analysis and research to understand the labour market for our roles and find suitable candidates.
  • Using professional expertise to design the selection and assessment methodology, ensuring it is reliable and fit for purpose.
  • Designing the approach to attraction, including refining the Employee Value Proposition to enable more effective candidate attraction.
  • Leading the recruitment team as they advise and support recruiting managers to develop and deliver candidate pipelines to meet their recruitment needs.
  • Working with the Delivery team to ensure that business planning is fully aligned with resourcing activity.

Essential Requirements:

  • Experience of resourcing and recruitment within the public/Civil Service.
  • Evidence of working strategically and then implementing new recruitment and resourcing strategies.
  • Demonstrable track record of effectively leading a team through change.
  • Experience of improving employer branding/ EVP in order to attract talent.
  • Evidence of contract management across advertising, executive roles and agency.
