Multi-Site Groundworks Supervisor

Horizon Parking Ltd, part of the Horizon Group, is one of the UK's leading providers of parking management services, with operations across over 2,500 car parks nationwide. As part of our expanding business, we are looking for a skilled Multi-Site Groundworks Supervisor to join our Specialist Services Team, responsible for overseeing Groundworkers and Groundworker Team Leaders on various projects across multiple retail sites.

This is a Head Office based position in Chelmsford, but due to the nature of the role, flexibility is required. You will be expected to travel across the UK to actively monitor, support, and audit teams on-site which will involve staying away from home for up to four nights per week at times to ensure that all teams are properly supervised and supported.

You'll play a vital part in ensuring teams work safely, efficiently, and in compliance with company protocols, driving quality and performance standards while managing people, compliance, and health & safety.

Key Responsibilities:

  • Team Leadership - Manage and lead multiple teams of Groundworkers and Groundworker Supervisors across various sites within the UK, ensuring they meet high performance and safety standards. This includes holding regular meetings, providing support, and ensuring that team members are fully informed and motivated.

  • People Management - Take responsibility for the day-to-day management of on-site staff, including:

  • Performance Management - regularly monitor and evaluate team performance, addressing underperformance, setting clear objectives, and managing improvement plans.

  • Disciplinary and Consequence Management - address breaches of company policies, such as poor performance, non-compliance, or health and safety issues, by following the company's disciplinary procedures. Conduct investigations and hold team members accountable, as necessary.

  • Daily Queries and Concerns - act as the first point of contact for any queries, questions, or concerns raised by your team, providing guidance and support to ensure any issues are resolved efficiently.

  • Team Development - support your team's growth by ensuring they are fully trained in their roles, providing opportunities for development, and managing training gaps based on individual needs.

  • Recruitment - lead the recruitment process for Groundworkers and Groundworker Supervisors, ensuring that the right people are in place to deliver ongoing projects.

  • Health & Safety Compliance - Ensure all site activities comply with health and safety standards, company policies, and relevant legislation. You'll be responsible for delivering all groundwork projects safely including conducting toolbox talks, ensuring PPE is used correctly, equipment is used correctly, addressing any safety concerns, and ensuring (as an example) that barriers are used in line with legal requirements and company policy. Given that the majority of work is within the retail sector, ensure that members of the public and client employees are always kept safe, with minimal disruption to operations.

  • Performance Auditing and Quality Control - Regularly audit the quality of work completed by your teams, ensuring it meets the required high standards. Challenge and address any poor-quality work, health and safety violations, and performance concerns, ensuring that issues are corrected swiftly and that teams are held accountable for maintaining high standards.

  • Customer Satisfaction - As many projects take place on live retail sites, or client's sites, ensure high levels of customer satisfaction by managing the impact of works on public spaces and ensuring timely, professional completion of projects with minimal disruption to the client's operations.

  • Site Management - Carry out site surveys to support the development of quotes, ensuring that all necessary information is collected and passed on to the back-office team.

  • Material and Equipment Management - Work closely with the back-office team to ensure all teams have the tools, equipment, and materials needed to complete their tasks safely and efficiently. Ensure skips and waste management are arranged as necessary to keep sites clean, organised, and compliant with environmental standards, operating within the JIT concept.

  • Progress Tracking - Ensure all project progress is documented and recorded, including photographic evidence of completed works and updates for key stakeholders.

What are we looking for?

  • Proven Leadership and People Management Experience - Experience managing teams within the groundworks or construction sector, with a strong focus on people management, performance evaluation, and development.
  • Confidence to Challenge - You must have the confidence and ability to challenge team members on poor quality work, safety breaches, and performance issues, addressing these concerns in line with company policies and ensuring accountability.
  • Health & Safety Expertise - A strong understanding of health and safety regulations, specifically within construction and groundworks, and experience implementing safety protocols on-site.
  • Relevant Certifications - IOSH Managing Safely certification is essential. You should also hold a management or supervisor's CSCS card and must have either an SMSTS or SSSTS CITB certification.
  • Organisational Skills - Strong time management and organisational skills, with the ability to oversee multiple sites and ensure consistency across teams.
  • Communication skills - exellent communication skills, able to liaise effectively with teams, senior management & clients.
  • Flexibility - a full, clean driving licence & willingness to travel & stay away from home for up to 4 nights a week, as required

Desirable:

  • Experience working in a multi-site management role within the construction or groundworks industry.
  • Sound commercial awareness and understanding of cost management in relation to groundworks projects.
