Job Context:

  • The post holder reports to the Disrepair & Special Projects Manager.
  • The post holder has budget monitoring responsibility for a programme of responsive & capital improvement projects to around £1 million p.a.
  • The post holder may be required to work evenings, weekends, and occasional public holidays to meet service requirements, including consultation and representational tasks with residents and other stakeholders.

Responsibilities:

  • Project manage from works identification through to completion, including planning, co-ordination, monitoring and control, and resident and contractor engagement.
  • Ensure effective outcomes that meet the organisation's objectives as a social housing landlord.
  • Be responsible for budget monitoring of a programme of responsive & capital improvement projects.
  • Work collaboratively with contractors and strategic alliance partners, ensuring supply chain management, specification development, and consultation with residents are integrated.
  • Conduct Health & Safety inspections, evaluate findings, and oversee necessary works.
  • Manage disrepair and other legal casework, liaising with legal representatives and maintaining dialogue with other departments.
  • Chair project team meetings, monitor project progress, and respond to questions from residents, members, and LVT.
  • Supervise works to ensure compliance with contract specifications, procedures, and health & safety regulations.
  • Prepare contract documentation, examine tenders, and recommend contractors for appointment.
  • Procure or prepare project programmes, reports, feasibility studies, and tenders for capital and revenue programme schemes.
  • Monitor project performance, financial data, contractors, and consultants' performance against agreed targets.
  • Ensure compliance with planning, building control, and leasehold legislation.
  • Consult and liaise with various stakeholders throughout all stages of capital and revenue schemes.
  • Attend meetings, prepare reports, and provide updates as required.

Requirements:

  • Knowledge of Building Regulations, Health & Safety legislation, disrepair legislation, HHSRS legislation, and Construction (Design and Management) Regulations 2015.
  • Formal training or qualifications in building technology/construction, repairs, estimating, or contractual matters (degree, HND, or HNC).
  • Considerable experience in building inspection work, supervising building works, dealing with disrepair matters, successfully running contracts/projects, and managing staff.
  • Good IT skills and the ability to write clear, concise, and accurate reports.
  • Ability to work independently and as part of a team, communicate effectively with a varied customer base, and present complex technical issues.
