Deputy Principal Accountant

Hays Accountancy and Finance are recruiting and working in partnership with a large public sector organisation for the appointment of a Deputy Principal Accountant offering a competitive market-leading salary and public benefits. This role will act as an integral member of the finance team in Department of Infrastructure. The role is an immediate start if applicable and will be a temp role to the end of August 2024 with possibility of extension.
Your new role
The main duties and responsibilities of the postholder will be as follows:

  • Responsible for monitoring, reporting and developing financial and governance systems at a strategic level and periodic/ad-hoc basis.
  • Management of the fund/grant processes.
  • To present data in a way that is easily understood and meets business needs, on a timely basis. This includes providing clear advice, both in writing and orally.
  • Working with teams across the Department and external stakeholders as appropriate, including provision of support.
  • Review and assessment of business cases submitted.
  • As required, lead on governance and financial advice (including in writing) to the Minister, Departmental officials; MLAs and others. For example: through correspondence cases; assembly questions; briefing for meetings such as the All Party Group on Cycling.
  • To complete all other work as deemed necessary by the business area in a timely manner.

The list above is not exhaustive. This is a new post, therefore postholder should note that there is element of this role being developed further according to business needs and as the programme continues to mature. Therefore, expectations are that the postholder would be flexible and responsive to business needs.

What you'll need to succeed
Be a fully qualified accountant and a current member of one of the professional bodies detailed below:
(a) Chartered Accountants Ireland;(b) The Institute of Chartered Accountants in Scotland;(c) The Institute of Chartered Accountants in England and Wales;(d) The Chartered Institute of Management Accountants;(e) The Association of Chartered Certified Accountants;(f) The Chartered Institute of Public Finance and Accountancy;(g) The Institute of Certified Public Accountants in Ireland
AND
Have at least two years' post qualification* experience gained in the last ten years in a finance related environment of demonstrating successful financial and governance management including evidence of responsibility for significant capital and resource/revenue budgets** to successfully deliver operational results in a delivery service.*relevant post qualification experience is defined as experience gained working whilst a full member of the relevant professional body (as described above).
The postholder will be expected to be familiar with all the relevant financial and governance frameworks and be able to advise confidently in these matters. For example: business case; Managing Public Money NI; guidance issued by the Department of Finance'; value for money; Account NI system; etc.
Effective communication, verbal and writing, is also crucial.
We would expect postholder to be able to produce written submissions regularly, to a high quality, on a timely basis for both finance and non-finance audience.Postholder would be required to also familiarise themselves with the appropriate legislative framework and ensure that this is fully accounted for within their role and responsibilities.

(a)Knowledge of the work of DfI Roads/ experience of working with the Northern Ireland Civil Service.
