Policy Adviser - Health Spending

About the Team

The Health and Social Care Spending team is responsible for HM Treasury's oversight of over £190 billion of annual government spending in health and adult social care - accounting for almost a quarter of all public spending! We are made up of people from a diverse range of backgrounds and experiences, including from both within and outside government. About the Job

We are recruiting a Policy Adviser to join our Health and Social Care Spending Team to work on capital spending. This includes some of the highest priorities for government on infrastructure: maintenance and improvement of the NHS estate, the New Hospitals Programme, NHS diagnostics transformation, investment to support social care, Health R&D, in-year health capital financial management, setting long term health capital budgets, and leading on policy for UK Health Security Agency infrastructure.

In this role, you will:

  • Advise Ministers and senior officials –

providing high-quality advice and briefing to Treasury Ministers on key issues relating to government spending on health, social care and Covid-19.

  • Analyse evidence –

researching and scrutinising policy proposals and business cases to reach evidence-based conclusions and ensure value for money in government spending.

  • Develop core spending control skills –

building a knowledge base of the relevant budgets, trends, and context for additional funding requests, and supporting work on fiscal events.

  • Develop policy expertise –

understanding the political and policy environment surrounding health and social care, deepening expertise in specific policy areas, and applying that to everyday work

  • Work effectively on cross-cutting policy

– understanding different perspectives and working through competing priorities to develop effective policy solutions and work collaboratively across teams.

  • Build and maintain relationships –

developing positive partners relationships with a range of government and external partners.

About You

You should have the ability to evaluate different and sometimes competing evidence sources to come to a conclusion and advise senior partners. You should be able to juggle multiple competing priorities whilst delivering longer-term objectives. You should also have the ability to work with a range of partners to build relationships and deliver a joint outcome.
