Portfolio and Programme Management Office Lead

Salt's Local Government client requires a PPMO Lead to join the Authority on an initial 3 month contract. The client requires a candidate with previous experience in Local Government.

Rate: £500 per day inside IR35

Location: North West England 2 days per week onsite

Duration: 3 month rolling contract

Reporting to the Head of Change, the PPMO Lead will play a critical role in the development and implementation of the organization's strategic change portfolio programmes. The PPMO Lead will oversee all aspects of Portfolio Office and Centre of Excellence delivery, allocating strategic programme managers to change portfolio priorities to ensure their success. The PPMO Lead will serve as the conduit for the Change Portfolio into the organization's governance and support the establishment of hub-and-spoke PMOs in support of Portfolio or major programmes.

Accountabilities / Responsibilities:

  • Lead the recruitment, development, line management, and retention of the team.
  • Oversee day-to-day line management of the team.
  • Manage the allocation of Strategic Programme Managers to change portfolio priorities.
  • Establish and deliver hub-and-spoke sub-PMOs in support of Portfolio Managers and/or Strategic Programme Managers.
  • Develop and implement terms of reference for the Portfolio Office and Centre of Excellence.
  • Lead delivery governance, supporting the PPMO team and other key stakeholders in navigating processes.
  • Provide technical support and advice to the Head of Change in prioritizing, constructing, approving, and tracking the Change Portfolio.
  • Engage with external organizations and/or third-party suppliers as required.
  • Lead capacity planning and manage the assurance cadence across the Change Portfolio, working with the audit team to assess and report on performance.
  • Design, challenge, and agree on management dashboards.
  • Perform horizon scanning for policy or strategy changes, working closely with the policy and strategy team.
  • Allocate resources for post-mortem analysis of project failures and produce root cause reports.
  • Oversee resource allocation for Change Board oversight and links to other strategic boards.
  • Manage PPM solutions and management information (MI).
  • Lead the design, build, testing, and deployment of new policies, guides, and templates for both internal and external teams.
  • Be responsible for PPMO frameworks, templates, standards, procedures, and their storage.
  • Oversee PPMO intranet pages and the customer mailbox.
  • Lead best practices and continuous improvement of the service offer and catalogue.
  • Act as an effective member of the senior management team, contributing to initiatives and demonstrating the behaviors expected of the role.
  • Work with the Head of Service and other senior management to influence, shape, and deliver annual business plans and service objectives.
  • Deputize for the Head of Service when required.
