Head of M&E

My client a well-known social housing organisation located in the Wembly area is seeking and experienced Head of M&E on an interim basis (4- 6 months) reporting to the Director of Compliance and Planned Works.

Purpose of the role -

  • Lead the M&E Team to ensure statutory compliance in areas such as Gas Servicing, Lift Maintenance, Asbestos, Electrical Testing, Air conditioning and extraction, drainage plant security & door entry, and rooftop/high-level communal space safety.
  • Manage damp and water ingress across the portfolio, including works and tenant management.
  • Play a strategic role in the Customer Services Directorate, contributing to business planning, service improvement, and achieving high customer satisfaction.

Key Responsibilities and Accountabilities:

  1. Manage Planned Mechanical and Electrical Works Contracts, including Gas Servicing, Lift Replacements, Air conditioning, ventilation upgrades, door entry systems, communal wiring and lighting upgrades, asbestos removal, and fire safety equipment testing.
  2. Ensure statutory compliance through managing maintenance and inspection contracts for Mechanical & Electrical services.
  3. Liaise with Customer Services to ensure all planned M&E works are conducted and health and safety risk assessments are carried out.
  4. Oversee dampness and major water ingress activities, ensuring accurate reporting and effective risk management.
  5. Attend Resident and Committee meetings, presenting reports on operational responsibilities and ensuring key performance indicators are met.
  6. Use customer feedback to increase satisfaction and involve them in service improvement. Identify and manage service improvements.
  7. Ensure contractors provide value for money through effective cost evaluation and quality assurance.
  8. Contribute to service development, including new policies, procedures, and systems for continuous improvement.
  9. Ensure auditable contract administration and timely, accurate payment of invoices and valuations.
  10. Ensure compliance with health and safety requirements to minimize risks to residents, contractors, and staff.
  11. Manage staff, including recruitment, training, performance management, and absence management.
  12. Maintain effective record-keeping and monitoring systems for responses to members, complaint handling, and freedom of information requests.

The successful applicant would have 4 direct reports - Electrical Contracts Manager, Gas Servicing Manager, Planned Works Admin Team Leader, and the Damp and Water Ingress Contracts Manager
