Engineering Manager

Our client is within the housing assiocation industry and they have offices countrywide, they are looking for a Engineering Manager on a permanent basis

The role is Hybrid

The role works in a function that is responsible for the design, delivery, maintenance, and support of the software and underlying microservice based architecture (N.B. management of the underlying networks and infrastructure is not in scope).

The Engineering Manager is responsible for the management of the people and technology of a software development pod, aligning high quality deliverables with business and department strategy.

The role leads the design, build, maintenance, upgrade, and support of the bespoke software and underlying microservice based architecture for a software development pod in line with agreed design principles, the software development lifecycle (SDLC), and best practice.

Key Accountabilities

  • Lead decision maker on what the pod designs and delivers, providing technical leadership to drive technical excellence, and capable of hands-on technical analysis and remediation of issues when necessary.
  • Ensure technology is developed in the right way with a heavy emphasis on quality aligned to the requirements described by our clients or our product specs,
  • Lead on developing front and backend solutions that are resilient, secure and scalable,
  • Ensure best practices are adhered to by the team so that clean and maintainable code is created.
  • Work with team members to design and implement features and services,
  • Have oversight for delivery of high-speed iterations, high code quality, and continuous improvement.
  • You are responsible for 'how' a high-level design is realised as a technical solution.

Mandatory Accountabilities:

  • Has a robust understanding of the housing association sector and good understanding of the wider social housing and commercial housing sectors. Has a good awareness of the political, economic, and regulatory environment in which housing associations operate. Understands who key players are in the housing association sector and how our clients business model differs from theirs.
  • Has a detailed knowledge and understanding of the policies, procedures and decisionmaking framework relevant to your role. Understands legislative and regulatory requirements relevant to your role. Exercises judgement and discretion in the delivery of proportionate responses to any potential regulatory, assurance, and governance breaches or risks. Able to forecast, identify and resolve emergent risks to the business. Reports on the business in a transparent and evidencebased manner. Appreciates the interconnectedness of different business functions and knows where to go in business to find relevant information.
  • Has a complete understanding of health and safety legislation relevant to your role and area of the business. Ensures health and safety is used as a pro-active tool to improve results and performance across the business. Has a clear understanding of both the desired and actual environmental impact in the short, medium, and long term of climate change upon the business.
  • Takes accountability for the quality of data that business decisions in your area are based upon.

Able to synthesise a range of quantitative and qualitative datasets and makes effective decisions based upon your findings. Able to produce clear, accurate, comprehensible data relevant to your needs and the needs of colleagues. Has a robust understanding of data governance and protection.

Follows up quickly and appropriately on any reported or suspected data breaches.

  • Has a detailed knowledge and understanding of Supplier Relationship Management and Contract Management. Designs and ensures mechanisms are adopted to deliver contract outcomes within budget, improves performance and continually shares trends analysis on performance with stakeholders. Identifies dependencies and associated responses, ensuring the contract continues to meet its objectives and agree measures to manage consequences to suppliers. Provides insight and direction around the dispute process and draws on expertise to review the contract exit plans, including during the life of the contract, and ensures its delivery.
  • Undertakes any other duties and responsibilities of an equivalent nature as required.

Experience and pre-qualification criteria

Essential

  • Significant software development and engineering experience in a multi-disciplinary environment, delivering products within tight timeframes.
  • Proven team and project management experience with an ability to manage BAU and a project simultaneously.
  • Excellent problem-solving skills, able to understand, analyse, and evaluate a complex business scenario and convert these into proposals the deliver appropriate technical solutions.
  • Strong stakeholder management skills coupled with a well-developed sense of user experience, to indirectly influence a variety of stakeholders across the business without direct authority.
  • Experience building full-stack applications.
  • Experience architecting cloud-based software solutions.
  • Fluency in either JavaScript or C# (and ideally competence in the other if there is not fluency in both).
  • Fluency with SQL (preferable T-SQL).
  • Experience with Git.
  • Experience with CI/CD.
  • Experience with AWS/Azure.
  • Experience of building APIs and scalable backend platforms.
  • Understanding of MACH architecture principles.

Desirable

  • Experience with GitHub, GibLab, or Azure DevOps.
  • Experience with test automation.
  • A degree in Computer Science, Software Engineering, Engineering, Mathematics, Physics, or Physical Chemistry is preferred, but not required
