HSE Manager

Main purpose of Job:

Provide strategic leadership, functional direction and expert advice in all aspects of personal safety, health and environment, whilst ensuring legal compliance.

Through the site management team, establish a safe and healthy work environment, free from risk of accidents and unsafe working conditions and practices. Develop and deliver the tools, training & development and analysis necessary to keep every employee and other stakeholders safe in the workplace. To protect & preserve the environment. To be committed to ensuring compliance and aligning the site to the Safran and regulatory health, safety and environmental requirements. Drive, develop and deliver new and innovative initiatives for HSE

Key Responsibilities:

HSE CULTURE

  • Oversee the co-ordination, design and delivery of the HSE cultural program for SLS Gloucester through proactive, specialised expertise and timely training & development. Embed a culture of health, safety and environment across the business, where managers and employees, at all levels, are engaged with their HS&E responsibilities
  • Alongside the communications team and site management teams, create an impactful HSE communications strategy, including creating systems that encourage personal ownership of HSE, and drive day to day governance of compliance aligned to HSE standards, ensuring a safe working environment and our people's well-being

COMPLIANCE

  • Ensure legal compliance by managing the effective implementation of HSE management systems, policies, standards, procedures and guidelines across the site aligned to sites requirements (inc. Occupation Health surveillance)
  • Be the key focal point for all internal and external interfaces including audits, inspections and agencies. With data provided in an accurate and timely manner
  • Drive required actions to ensure the site continues to develop and implement environmental processes and procedures to maintain compliance and manage and improve environmental performance, including waste management
  • Manage the regulatory inspection process required for COMAH and the compliance to EA and Severn Trent discharge permits for waste water and effluent

RECORD KEEPING, DATA & REPORTING

  • Implement, develop, monitor and adhere to Management Systems that are aligned to all relevant UK/European legislative requirements and industry quality standards including ISO 45001, 14001 management standards and IPPC regulations
  • Ensure clear and transparent governance, reporting and structural communication to all senior leadership including Group interfaces, with the sites HSE strategic actions and compliance including active risk management and improvement initiatives.
  • Report on key HSE data metrics and analysis, monitoring trends and working with managers to identify strategies for improvement and support decision making

CONTINUOUS IMPROVEMENT

  • Be a Change Champion within HSE
  • Continuously drive an improvement culture to evolve the site to sustainable Platinum Safran standards
  • Collaborate with other sites to exchange best practices
  • Identify opportunities for HS&E policy, process and tool improvements and ensure the HS&E provision to site continues to evolve in line with business requirements, trends and legal changes

TEAM MANAGEMENT & LEADERSHIP

  • Lead and build a high performing and engaged HSE team and manage day to day performance, supporting development to reach individual potential, whilst motivating team.
  • Accountable for the performance and results of the HSE team and adapting the team's priorities and departmental plans to address resource and operational challenges

Experience, skills, qualifications, knowledge (Measurable and Specific)

Essential

QUALIFICATIONS

Educated to at least Level 3 (AS/A Level or Level 3 qualification), ideally relevant degree level 2:2 or above

Professional Qualifications:

  • Corporate membership of IOSH by examination
  • NEBOSH Diploma, or equivalent, is required as a minimum

SKILLS

  • Significant Health, Safety & Environment experience in an operations environment, ideally within the engineering/production environment.
  • Chemical processing knowledge and experience of managing a COMAH regulated site.
  • Experience leading & motivating a team
  • Excellent interpersonal and communication skills, both written and verbal, with the ability to communicate at all levels
  • Understanding and previous success in delivering cultural change and behaviour based safety initiatives
  • Highly developed influencing and change management skills
  • Self-starter with drive, energy and determination to succeed
  • Resilient and assertive
  • Ability to oversee multiple projects and timelines in a fast-paced work environment, strong organisational & prioritisation skills
  • Strong, pragmatic problem solving skills
  • Able to build effective relationships with key stakeholders and work as part or diverse teams
  • Ability to contribute new ideas with positive energy
  • Strong IT skills, including HSE systems and Microsoft Office Packages

Desirable

Professional Qualifications:

  • IEMA Certification in Environmental Management
  • NEBOSH Specialist Diploma in Environmental Management would be an advantage, but is not essential as the opportunity to study for these higher qualifications will be offered to the right candidate.

Workplace: Site/Hybrid Site

Working Pattern 37 hours a week with a Flexible Working hours arrangement in place - this role is primarily site based at Gloucester with some hybrid working available

Travel Requirements (where relevant) Mainly Gloucester based - may be occasional travel to other UK sites or internationally a few times per year

Any Special Requirements (eg AOG/On call rota/Military) May be required to work weekends or out of hours if the business need arises
