Leicestershire County Council is seeking a Network Management Technician to support the delivery of the Council's statutory highway management responsibilities. This role is integral to ensuring safe, reliable journeys for road users by assisting with network coordination and inspections as part of the Highways & Transport division.

Day to Day of the role:

  • Collate and provide information related to network management, supporting stakeholder liaison to manage enquiries, information requests, negotiations, and disputes.
  • Assist the Network Officer with coordination duties, including assessing and authorising works notifications, permit applications, and variations.
  • Authorise requests for private Street Works licenses, such as NRSWA Section 50 & 171, and issue licenses following agreed processes.
  • Support the management of the Highway asset and associated network data for efficient network use.
  • Assist the NRSWA Inspector with network inspections, information provision, and follow-up actions, including issuing improvement notices or sanctions.
  • Monitor the progress and satisfactory conclusion of remedial works, reporting any non-compliance for further action.
  • Manage the administration of fees, charges, and other associated costs applied by the Network Coordinator and NRSWA Inspector.
  • Support the governance and processes for data analysis and dissemination on network management performance.
  • Ensure correct traffic management provisions are in place for effective network management and road user safety.
  • Work effectively within prescribed policies and guidelines to meet defined needs and targets.
  • Provide high-quality, customer-focused services in line with County Council policies and legislative requirements.
  • Ensure all information received is EToN compliant.

Required Skills & Qualifications:

  • Experience in network management or a related field.
  • Knowledge of the statutory responsibilities related to highway management.
  • Ability to work independently and within a team, following policies and guidelines.
  • Strong stakeholder liaison and negotiation skills.
  • Proficiency in managing data and administrative processes.
  • Familiarity with NRSWA and EToN systems is highly desirable.
