Strategy & Policy Lead

Teqniq is searching for a Strategy & Policy Lead to work in the public sector.

35 hours per week.

3 months contract.

Job Description:

1. The post holder will be responsible for the development of high-quality strategies, policies and plans and drawing on robust evidence and research. This will mean close
liaison with senior officers across the council and integrating the output of services to produce high-quality strategies and plans.

2. The post holder will provide expert advice to DLTs, CLT and Cabinet on the development of priority outcomes and the identification of strategic risks and opportunities. This will include regular attendance at departmental and corporate management team meetings as well as meetings of elected members, in order to present reports and briefings.

3. The post holder will be responsible for offering a senior leadership and liaison role in the council's work with and for external partnerships and regulators, ensuring a shared focus on priority outcomes for residents and communities.

4. The post-holder will be expected to build and maintain extensive networks across local, regional and national organisations ensuring that innovation and learning is shared internally and externally.

5. The post-holder will be required to take the lead on multiple high-profile and high-impact projects as directed by their Divisional Director and / or senior officers within CLT.

6. The post-holder will be required to manage and resolve conflicting agendas between stakeholders and develop creative and innovative solutions to complex problems, drawing on tools and resources from across the organisation and beyond.

7. The post holder will be responsible for leading a policy horizon-scanning function that predicts and analyses changes in the council's external policy and regulatory environment and provides briefings to senior stakeholders.

8. The post-holder will be responsible for leading responses to external changes and consultations working with senior stakeholders and partners as appropriate.

9. The post-holder will be expected to maintain an expert understanding of the policy, subject matter and regulatory contexts.

10. To integrate the outputs of multiple SIT teams to develop high-quality and timely briefings and reports for senior officers and elected members.

11. To lead the strategy and policy support on a range of subject matters involving public and social policy (INSERT specialism).

12. To lead the strategy and policy support on a range of functional activities including scrutiny, equality, partnership, engagement and consultation, strategic
corporate research.

13. To provide expert policy advice and support to senior officers Scrutiny Committees, Elected Members and Cabinet as required, drawing on extensive experience and insight.

14. To lead on development and implementation of corporate grant programmes and commissioning which contributes to council's strategic outcomes.

15. To provide corporate leadership in delivering the council's work on equalities, community cohesion and engagement as required. Duties include ensuring that the council's work in these areas is based on clear and robust frameworks, that appropriate outcomes are clearly defined and embedded within strategic plans at all levels and that the council is fully compliant with all relevant legislation.

16. To be responsible for providing support to commissioning activity undertaken within services including the provision of high-quality intelligence and policy products as well as directly leading commissioning and procurement exercises.

17. As required lead services in their preparation and participation in inspection or emerging regulatory frameworks and improvement activity which arises.
