Role Overview:
We are seeking an experienced and strategic TOM Programme Manager to lead a pivotal Recovery Programme within a local government setting. This role involves driving the development and implementation of a Target Operating Model (TOM) and ensuring alignment with strategic objectives within the public sector.
Key Responsibilities:
- Programme Leadership: Spearhead the planning, development, and delivery of programmes that align with strategic objectives. Develop and present compelling business cases to drive change and ensure successful delivery within agreed timelines.
- Governance & Assurance: Establish and maintain robust programme governance structures. Monitor progress, manage risks and issues, and ensure compliance with organisational policies and public sector standards.
- Stakeholder Management: Build and maintain collaborative relationships with internal and external stakeholders. Provide transparent and regular reporting on project progress and outcomes to senior managers and relevant boards.
- Team & Resource Management: Lead and support project teams, ensuring effective delivery against objectives. Manage programme budgets and resources efficiently to achieve desired outcomes.
- Continuous Improvement: Foster a culture of continuous improvement and high-quality service delivery. Identify and implement opportunities for process enhancements and knowledge development within the team.
Essential Qualifications and Experience:
- Public Sector Experience: Proven experience managing complex programmes within local government or the wider public sector. Demonstrated ability to navigate public sector structures and deliver projects that meet regulatory and policy requirements.
- Programme Management Qualifications: Qualified in Project Management (e.g., APMP, Prince2, P3O, MSP) or equivalent experience (minimum of 3 years).
- Leadership Skills: Strong leadership skills with a track record of successful programme delivery and stakeholder engagement within a public sector context.
- Communication Skills: Excellent communication skills, both written and verbal, with experience in engaging diverse stakeholders.
- Governance Expertise: Demonstrated ability to establish and maintain effective governance and assurance processes in a public sector environment.
Desirable:
- Experience with Recovery Programmes or similar transformation initiatives in local government.
- Familiarity with Target Operating Model (TOM) development and implementation.
