Finance & Ticketing Officer

About the team

We are recruiting for a Finance & Ticketing Officer as part of the Intalink Services & Information team, part of the Passenger Transport Unit (PTU) within Hertfordshire County Council. This unit has a range of functions and responsibilities to support and promote the use of passenger transport across the county, thereby helping the PTU to deliver on its commitments within the Intalink Enhanced Partnership Plan and Scheme, and our Bus Service Improvement Plan.

About the role

As the Finance & Ticketing officer, you will contribute to the development of our "smart" ticketing initiatives, which will enable passengers to purchase Intalink bus tickets via a mobile phone apps and other smart platforms.

You will also support the finance functions within the PTU, which includes the reimbursement to bus operators for concessionary travel and other ticketing subsidy and discount schemes and provide management information particularly in relation to transport budgets and spend.

You will assist and support the PTU Senior Contract Data Officer in the following activities and functions:

  • The review, development and implementation of ticketing products including multi-operator and multi-modal tickets onto "smart" platforms including mobile phone apps, smartcards and e-purse, in line with our Smart Ticketing Strategy
  • To further develop our multi-operator ticket offer to include other products offering more choice to passengers to suit changed travel patterns post-Covid
  • To manage, maintain and develop systems to ensure correct bus operator revenue apportionments for a variety of discount and concessionary travel schemes, and ensure correct invoicing of other authorities and partners. Collate and interpret management information and develop appropriate performance
  • To provide management reporting including the compilation of the regular budget monitors and any other reports and information as requested by senior
  • Identify essential data relating to contracts and fares not present in our system where its omission is preventing the above operations from being executed, and work with other PTU teams to agree and implement appropriate corrective action to.

About you

Essential

  • An understanding of the needs of bus users and of the range of ticketing products available across passenger transport
  • An understanding of current and emerging technologies relating to "smart" retail platforms
  • Experienced user of Microsoft Excel
  • High levels of accuracy and working to timescales
  • Ability to develop strong working relationships with internal and external partners including but not limited to other HCC teams, bus operating companies, external service providers
  • Creative problem-solving skills
  • Ability to work on own initiative as well as being part of a team

Desirable

  • A good understanding of modern digital and online media
  • Numerate, with good working knowledge of accounting procedures
  • Knowledge of Systems, Applications & Products software (SAP) would be advantageous.
