LCC are recruiting for a Programme Lead
This a Grade 14 role
This is a hybrid role. The candidate will need to be in the office (County Hall, Preston) between 2 and 3 days a week for significant periods of this contract.
Start date is ASAP for approx 18 months
Hours per week are 37

As part of the Resources Directorate, responsibility for the development and delivery of a high quality, effective, efficient, equitable and responsive Business Support service, including leading on the detailed design and transition of the key capabilities.
Successfully develop and implement service redesign, process improvements to deliver reduced cost to serve whilst ensuring commissioning and operational needs are met.
Successfully develop a professionalised service, with increase in training and skills providing career paths and improved performance management.
Ensure a strong line of sight on innovative practice, nationally and internally to develop a thorough understanding and where applicable implement in Lancashire.

Role Responsibilities
Acting as a champion and ambassador of Business Support:
? On behalf of the Resources Directorate and alongside the Senior Leadership Team, shape and lead the direction and implementation of the council wide Business Support functional operating model (including transition of the key capabilities), informed by our customer needs, latest thinking, good practice and legislative requirements.
? Consolidate, rationalise and improve Business Support functions and activities that enable a professional, diverse and equitable service based on collective expertise and a close working relationship with our customers, whilst removing duplication and fragmentation of activities.
? Develop and implement suitable business transformation strategies to respond to internal and external drivers, challenge existing practice and identify new and better ways of working in order to accelerate Business Support to meet its strategic outcomes and intentions, whilst ensuring future financial sustainability and increasing customer satisfaction.
? Lead on the development of strategies, guidance and procedures to develop the quality and consistency of working practice and to lead specific areas of service development.
? Develop and lead a strategy for culture and organisational behaviour change in line with LCC strategic priorities, including a workforce talent management plan.
? Establish and monitor Business Support service propositions and key performance measures for all business support functions and activities, in line with customer demands.
? To operate within the legislative framework for Business Support and to meet the corporate standards of the Council, objectives of the Resources Directorate and any associated national guidance.

? To provide motivational and effective leadership and strategic management

? Maintain appropriate individual and service relationships to ensure effective communication connectivity and joint-working arrangements with key internal and external customers/partners, such as internal directorates and services, Elected Members, Schools, Health, Voluntary Sectors etc to ensure a joined up and robust approach to continual improvements in service quality and successful service change and development.
? Ensure a person-centred and outcomes focus is maintained for all service transformation and all new service developments, facilitating teams to work flexibly and responsively to meet the needs of our customers.
? Lead the innovation and development of opportunities and practice development by researching innovative practice in other local authorities

Business support is fundamental to our front-line service delivery. We need to reshape our current business support model so that it is scalable, agile and flexible and delivered by business support professionals with a clear career path. It is also clear that because of increasing demand for services and reducing resources, we need to do things differently to achieve our vision.
In response, we have developed a new Business Support operating model to transform in the way we need to.
The Business Support Transitional Manager will be critical to delivering this transformation. Can you provide the direction of change required?
The Business Support Transitional Manager will work closely with the new leadership team, managers and staff to establish the new business support model, manage its implementation and ongoing activity.
