Reed Talent Solutions are currently working with a West Yorkshire based Public Sector organisation to recruit a Property Lawyer on a permanent basis. The post-holder will act as a senior legal advisor, supporting the Principal Lawyer and Service Lead to provide a quality legal service to the authority in relation to the Legal Property, Planning and Compulsory Purchase Order function.

Key Responsibilities

  • Work closely with the Principal Lawyer and Service Lead to provide a customer focussed, high performing and proactive legal service in relation to the Property, Planning and CPO function.
  • Provide legal support required by means of:
  • Drafting, negotiating, interpreting, providing legal advice and implementing instructions in relation to high value/risk and complex non-contentious legal property matters including in relation to agreements, contracts and other documentation for (but not restricted to) transport (including but not limited to Mass Rapid Transit), further education, housing and regeneration programmes, projects and schemes) as well as the Authority's land and property portfolios. • Proactively advising on, and providing assistance in relation to, the areas of property law, planning law and compulsory purchase law to all Directorates within the Combined Authority as required.
  • Providing or procuring (as appropriate) legal advice on: - Insolvency Law; and - Transport and Works Act Orders.
  • Carry out an intelligent client role including but not limited to drafting instructions (including drafting full specifications), for high value and complex matters, to external law firms for them to act on behalf of the Authority in relation to property, planning and compulsory purchase matters including in the context of litigation.
  • Liaise with the other parts of the Legal Commercial Service as appropriate to provide an integrated corporate legal service.
  • Negotiate, draft and review complex high value/risk level documentation and provide advice to a range of stakeholders in relation to the same, using initiative and judgement.   • Analyse situations, applying excellent legal knowledge and expertise to undertake negotiations or guide decision making based on options and implications, proposing solutions and recommending and implementing new policies and procedures to improve ways of working and reduce risk. • Prepare and present bespoke training as required.
  • Monitor new and current legal issues, ensuring team and other stakeholders are informed as appropriate and maintain up to date information in relevant areas • Undertake technical and complex legal research
  • Write and review complex reports for decision making forums, ensuring clarity as to any legal implications and associated risk factors.
  • Communicate timely and accurate tactical and strategic advice at all levels, applying legal privilege where necessary

Essential Criteria

  • Qualified Solicitor or Barrister entitled to hold a practising certificate or full CILEX (Fellowship) qualification with recent post-qualification experience, ideally in a public sector organisation.
  • Significant experience of successfully working as an in-house legal advisor within the public sector working at senior level within one or more areas of the property, planning and compulsory purchase function (including but not limited to commercial property law (preferably in the areas of development projects or landlord and tenant) or planning and compulsory purchase in the context of transport (including but not limited to Mass Rapid Transit) programmes, projects or schemes).
  • Practical experience of successfully performing in a similar role.
