Building Control Lead Officer

Responsible for the operational management, ongoing development and promotion of the Building Control Services. To provide inspirational leadership to a team of Building Control Surveyors to ensure the successful implementation and enforcement of Building Regulations and associated legislation. To deliver a risk based operational strategy to ensure the Building Control service meets the demands of the Building Safety Regulator and Building Safety Act 2022.

Description

Leadership

  • Key member of the Corporate Leadership Group, providing constructive leadership to create success across organisational boundaries.
  • Leads cross-cutting and service-related projects to achieve desired outcomes.
  • Inspires and guides the Building Control Service to ensure high performance.
  • Facilitates change, fostering an innovative and collaborative working culture.
  • Develops a compelling vision aligned with corporate strategy, motivating others to achieve it.
  • Mentors and guides less experienced colleagues, promoting personal development and outstanding performance.

Performance

  • Defines outcomes, sets targets, and monitors performance in a culture of continual improvement.
  • Supports operational plans to maximize resource effectiveness.
  • Plans, manages, and delivers individual workload to meet service performance standards.
  • Represents the service in Magistrates Court and takes emergency action on dangerous structures.
  • Maintains a Building Safety Regulator licence as a Registered Building Inspector.

Business Development

  • Manages building control contracts, ensuring compliance with legislation.
  • Aligns staff with Council's vision and strategic priorities.
  • Builds and maintains relationships with building professionals, promoting customer-focused service.
  • Explores new markets and generates income through the LDSA London Hub and Building Safety Regulators Multi Disciplinary Team.
  • Develops and implements marketing strategies to promote Building Control services.
  • Ensures Service Level Agreements (SLAs) are in place and monitors performance.
  • Markets the service to internal clients and partners.

Commissioning

  • Commissions services to secure optimal outcomes and value for money.
  • Adapts and improves services based on internal and external intelligence.
  • Utilizes Council resources effectively to benefit residents.
  • Manages financial resources to achieve balanced budgets and income targets.

Customers and Partners

  • Builds strong internal and external partnerships for efficient service delivery.
  • Supports community cohesion, diversity, and social inclusion.
  • Stays aware of external factors affecting the business and communicates changes.
  • Promotes the service through professional presentations and participation in local events.

Digital/New Ways of Working

  • Adopts new technologies and agile working practices to improve customer service and reduce paper-based processes.

Profile

To progress, the candidate must hold registration with the Building Safety Regulator (BSR) at Class 3 and Class 4.
