Area Regeneration Manager

Our local authority client based in West London are urgently seeking an experienced Area Regeneration Manager.

*£300 a day Umbrella*

*2 days per week in thre office*

JOB PURPOSE:

  1. To plan and deliver the Council's Development & Regeneration programme to meet the objectives within the Housing Strategy
  2. To deliver development & regeneration bids and lead procurement activities to secure high quality developer partners
  3. To be responsible for the effective management of a range of complex regeneration projects, programmes and strategies.
  4. To develop and manage funding strategies to deliver regeneration projects and programmes.
  5. To fully understand and embrace the Council's regeneration strategies and vision, in the context of national strategies, to shape the successful delivery of the Council's major regeneration projects.

DESCRIPTION OF DUTIES:

  1. To lead and co-ordinate regeneration projects from the development phase, through inception to delivery with due regard to the principles of project management including risk management assessment, value for money and project performance.
  2. Lead on all elements of regeneration projects such as land assembly (including CPO); planning; financial viability/funding; procurement; stakeholder management/community engagement; programme/project management; partnerships/negotiation, etc.
  3. To work directly with registered providers, residents, developers, investors and major landowners to ensure a strategic fit with key borough objectives for regeneration, in all development and to identify opportunities for joint development of council and private/public sector land.
  4. To lead on determination of the most effective procurement and contractual arrangements for schemes to achieve the most beneficial commercial terms, appropriately managing risk and reward, and complying with procurement regulations.

Knowledge & Experience

  • Sound knowledge and understanding of housing and regeneration policy.
  • Experience of physical, economic and social regeneration, including the development of innovative strategies and delivery mechanisms
  • Experience of managing complex housing led regeneration programmes from inception to completion, including design, planning and construction stages.
  • Experience of presenting proposals to Committees and senior decision makers.
  • Substantial experience of preparation, delivery and monitoring of large capital budgets.
  • Experience of working in a multi-stakeholder environment including working with both the public and private sectors
  • Experience of the statutory planning system including the property development and Regeneration market.
  • Understanding of associated housing services such as management, defects and repairs and their impact on Housing Development & Regeneration schemes.
