Procurement Lead - Public Health (Stop Smoking Service) and Pharmaceutical Needs Assessment (PNA) for North Central London Local Authorities

Overview
The postholder will be required to lead on the procurement delivery of a first-generation contract for a Stop Smoking Service (SSS) that aligns with the Council's objectives of improving the health of the population whilst reducing health inequalities. They will also lead on the procurement of the Pharmaceutical Needs Assessment (PNA) for the 5 Local Authorities of North Central London (Barnet, Camden, Enfield, Haringey and Islington).

Background to smoking

Smoking is the greatest preventable cause of mortality and morbidity in the borough. The SSS will form a vital part of efforts to reduce smoking prevalence in the borough.

Therefore, the Council has recently been awarded approximately £2m in government grant funding to provide a SSS over the next 5 years.

Background to the PNA

Pharmaceutical Needs Assessments (PNAs) are a statement of the needs for pharmaceutical services of the population in a defined geographical area and are an important tool in market entry decisions. Under the NHS (Pharmaceutical Services and Local Pharmaceutical Services regulations ("the 2013 Regulations"), anyone must apply to NHS England to be included on a pharmaceutical list, and prove that they are able to meet a pharmaceutical need as set out in the relevant local PNA.

Key Objectives / Requirements

  • Responsible for leading the end-to-end procurement process for procuring a first generation SSS for the Council
  • Responsible for leading the end-to-end procurement process for procuring a PNA for each NCL Local Authoirity
  • To provide effective and timely procurement advice to ensure regulatory compliance with applicable procurement legislation, including the Council's Contract Procedure Rules and adherence to governance processes
  • To ensure that the procurement and contract documents are robust and reflect the values of the Council, in line with the Health and Wellbeing Strategy, the Council Plan and the Sustainable and Ethical Procurement Policy
  • Carry out appropriate analysis and market research / engagement to ensure that the recommended procurement strategy, evaluation criteria and pricing model is suitable and comprehensive, reflecting the estimated spend, service requirements / deliverables and contract KPIs
  • Ensure that all procurement systems are up to date and effectively maintained including, but not limited to the Council's e-tendering system, and other relevant portals
  • Support the responses to Freedom of Information requests, Member Enquiries and other information requested related to the SSS as required
  • Ability to work flexibly depending upon the requirements and fluctuating demands of the procurement process
  • Any other duties reasonably requested by the Client
