Role remit and role dimensions -

To support the Council's Clean & Green and Open for Business Strategies by providing a front line response and advice service primarily with regard to street trading and animal welfare related matters and dealing with any infringements of the relevant legislation in partnership with other colleagues/agencies, such as Environmental Enforcement Officers, Neighbourhood Safety Officers, the Police and the City of London Veterinary Service.

The post holder will primarily provide advice and respond to problems relating to street trading and animal welfare matters and other relevant licensing matters, as required, utilising powers according to relevant law Acts.

Role Purpose and Role Dimensions:

  • Providing a compliance & enforcement service across the borough in support of the Council's statutory obligations with regard to street trading legislation at Markets (both established and 'Pop Up'), on commercial premises forecourts and with regard to other on street vendors/service providers, such as mobile food vehicles and temporary stalls/table & chairs etc. at public events.
  • Ensuring new street trading designation applications and new or variation street trading licence applications are processed in a timely manner, with relevant documentation and information, such as site diagrams and photographs being obtained and provided within statutory timescales.
  • Direct line management responsibility for the Markets & Street Trading Licensing Officer post. Allocate work, oversee performance and undertake all direct line management functions in respect of this post.
  • To assist individuals and companies wishing to develop their existing business in the borough or who wish to bring new 'on' street based business to the borough by advising on street trading and other relevant licensing legislation, understanding and advising/assisting in developing business models, advising on identifying suitable potential trading positions in the borough and ensuring enquirers are referred to other relevant stakeholders/colleagues such as the Croydon BID and Council regeneration officers.
  • Supporting the Neighbourhood Safety Officer Teams in the management and enforcement of street trading and other relevant licensing legislation, providing advice, guidance and training as required.
  • To undertake inspections, both routine/planned & reactive of licensed animal welfare premises, such as pet shops and animal boarding establishments and respond to & investigate complaints re same. To respond to and investigate other animal welfare related complaints/referrals, for example with regard to non licensable animal keepers. To develop and maintain effective working partnerships with other relevant Council colleagues such as the Dog Warden and Planning Officers and also with other stakeholders such as colleagues from the City of London Veterinary Service.
  • Co-ordinating and conducting covert surveillance and targeted operations for and on behalf of the local authority as directed by the head of the service in accordance with relevant legislation and priorities.
  • To provide advice and assistance to licence holders, prospective licence applicants, members of the public, Members & senior officers with regard to relevant street trading and animal welfare legislation.
  • Taking an active role in ensuring Surrey Street Market and North End are attractive and inviting places to visit and do business by dealing with illegal street trading and ensuring any anti-social or criminal behaviour is dealt with or promptly referred to the relevant enforcing authorities.
