Job Description:

This position is to cover a post whose recruitment we have paused. We are flexible on hours provided the minimum average number of hours worked is no less than 25/week. Ideally the candidate will be able to regularly visit the South Devon council offices and be in the same physical space as the team.

We use Civica Open Revenues and D360(was Comino).

Experienced Council Tax and recovery officer to assist with day to day, workloads and 'paused' tasks as we enter a busy summer period of reviews, recovery and empty homes initiative.

100% remote working is possible, its just we would like a local candidate who could regularly visit the offices and spend time in the same space as the team.

Working in our busy Council Tax Team which has responsibility for  Administering, maintaining, and billing the districts Council Tax liabilities, ensuring all customers receive the correct discounts, exemptions, and reductions, including our Council Tax Reduction Scheme.  Collection and recovery of outstanding Council Tax liabilities and Housing Benefit overpayment invoices.

Person Specification

Ability to: o Perform more in-depth tasks and resolve problems effectively with minimal supervision. o Take ownership of, and resolve, complex and specialist issues with minimal supervision o Work effectively as a Council Tax and recovery officer, achieving high levels of quality and quantity. o Ability to access, interpret and communicate complex information across a range of disciplines. o Negotiate with customers to ensure sustainable debt recovery outcomes. o Assist team members with queries, provide training across a range of disciplines, and act as mentor to staff where required. o Make evidence-led recommendations to the manager on decisions relating to high value, high profile, or particularly sensitive cases.

Knowledge and Experience: o Detailed and comprehensive knowledge of Revenue (Council Tax and enforcement) legislation. o Experienced within a Revenue and Benefit setting (5+years) o Able to use Civica systems - Open Revenues and D360 (previously known as Comino) o Able to use Microsoft Office

Key Duties and Responsibilities 1. Undertake prompt and efficient billing, collection, and recovery of monies due to the Council in accordance with legislation, guidance, best practice, and local policy. 2. Make timely and accurate decisions on liability and entitlement to reliefs, discounts, exemptions, and reductions including Working Age Council Tax Reduction claims (WACTR), updating the account, and notifying the decision as required. 3. Ensure timely and accurate action relating to Direct Debit instructions, including setting up new accounts, amendment of existing instructions, processing BACS errors and warnings lists. 4. Administer refunds and write-offs. 5. Trace absconders. 6. Negotiate payment arrangements in order to maximise recovery and minimise ongoing, escalating debt. 7. Monitor cases where liability orders have been obtained taking the most appropriate action to recover outstanding arrears. 8. Refer appropriate accounts to the Council's authorised Enforcement or Collection Agents. 9. Initiate 'Attachment to Earnings' and 'Attachment to Benefit' orders, monitoring arrangements and following up, as necessary.
