The Opportunity
We are seeking a temporary Revenues Officer to join the Council Tax Recovery team. The primary responsibility of this role will be handling incoming recovery calls from Council Tax payers, taking payments, and setting up special payment arrangements. The ideal candidate will have experience working in a busy Council Tax Recovery department and advanced knowledge of Civica Open Revenues.

Key Responsibilities

  • Communicate with taxpayers and other relevant parties, primarily by telephone, to identify occupiers, owners, liabilities, discounts, and disregards.
  • Facilitate the payment of Council Tax by ensuring demand notices and relevant documentation are issued to taxpayers accurately.
  • Set up payment methods, process refunds, and handle other transactions as needed.
  • Serve legal notices and invoices, implement payment agreements, and take appropriate action for debt collection and recovery, ensuring accounts are closely monitored.
  • Use enforcement and sanctions appropriately, considering the means and circumstances of debtors, particularly in cases of vulnerability.
  • Maintain up-to-date knowledge of Council Tax and Benefits legislation, debt collection, enforcement, and insolvency law.
  • Represent the council in court hearings for debt recovery cases.
  • Ensure proper communication with external partners such as the Department for Work and Pensions (DWP) through the Customer Information System (CIS) or equivalent systems.
  • Identify hardship cases or irrecoverable debts and recommend appropriate actions, referring debtors to local welfare benefits or debt counselling services where applicable.
  • Liaise with internal and external stakeholders, including enforcement agents, the police, and courts, to ensure prompt resolution of debts.

Skills and Experience Required

  • Demonstrable experience working in a debt recovery section or similar environment.
  • Strong knowledge of Council Tax and Non-Domestic Rates (NNDR) laws and procedures.
  • Excellent communication and interpersonal skills, particularly in dealing with the public.
  • Experience in managing personal and financial data with accuracy.
  • Proficiency in office information systems, specifically Civica.
